This notice is to locate sources and provide input to help develop the
requirement. The requirement is to furnish and install one automatic,
fully enclosed, electrically-powered, modular fuel tanker cleaning
system with a closed-loop vacuum and portable drying system for product
and vapor recovery at Fort Hood, TX. The system must be capable of
cleaning four top and/or bottom unloading Over-The-Road (OTR) fuel
tankers simultaneously in a two-by-two in-line configuration; capable
of recycling wash solution for continuous use; and capable of heavy
solids removal and continuous phase removal and concentration. Fort
Hood cleans and purges the interiors of Over-The-Road (OTR) fuel
tankers for the following reasons: OTR fuel tankers that are to be
transported by rail and/or air for unit mobilizations must be purged of
fuel and explosive vapors prior to being transported per U.S.
Department of Transportation regulations; OTR fuel tankers must be
purged of fuel and explosive vapors prior to performing routine
maintenance operations; OTR fuel tankers must be purged prior to
transporting a different type of fuel; OTR fuel tankers must be purged
of fuel and explosive vapors prior to an inter-unit transfer; and OTR
fuel tankers must be purged of fuel and explosive vapors prior to
performing routine painting operations. OTR Fuel Tanker Types and
Dimensions are 600 gallon pods, length -- 4 ft 8 in, height -- 3 ft 3
in, width -: 6 ft; M978 2500 gallon tanker, tank length -- 20 ft,
height -- 9 ft, width -- 8 ft, overall length -- 34 ft; M969 5000
gallon tanker, tank length -- 31 ft, height -- 9 ft, width -- 8 ft,
overall length -- 48 ft. All dimensions are approximations. The
interior of the 2500 (Model M978) and 5000 gallon (Model M967) tankers
have baffles throughout the inside. The baffles are complete
top-to-bottom with "doughnut hole" openings approximately 18 inches in
diameter. The Standard Industrial Classification (SIC) code for this
acquisition is 7699, with a size standard of $5.09million. A Market

recovery accomplished? Where does the waste product go and how is it
treated? How are vapors handled? Can the recovered rinsate be reused?
(4) If the system is not closed-looped, what's the average amount of
water used per gallon capacity of an OTR Fuel Tanker? What's the
average amount of wastewater generated per gallon capacity of an OTR
Fuel Tanker? How is the wastewater pretreated prior to discharge into
a sanitary sewer system? (5) What are the dimensions of a typical OTR
Fuel Tanker Cleaning System? (6) What are the average Operations &
Maintenance costs for a typical OTR Fuel Tanker Cleaning System? (7)
What are the electric, water, and gas utility requirements for a
typical OTR Fuel Tanker Cleaning System? (8) Are any of the systems
designed for cleaning OTR Fuel Tankers currently in use in the State of
Texas? (9) What is the number of personnel required to operate a
typical OTR Fuel Tanker Cleaning System? and (10) What is the estimated
cleaning time per gallon capacity of an OTR Fuel Tanker? In addition,
a pre-solicitation site visit is scheduled on 2 Feb 00 at 9:30 AM.

761st Tank Battalion Avenue, Fort Hood, TX at 9:10 AM and will leave
for the site visit at 9:20 AM. Sources interested in the site visit

allowed during the site visit as this will contribute to the market
research efforts. After completion and review of the market research,
the Government will finalize the technical requirements and a
