synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number
263-00-P(GQ)-0014 is issued as a Request for Proposal (RFP). The
solicitation/contract will include all applicable provisions and
clauses in effect through Federal Acquisition Circular (FAC) 90-14. The
Standard Industrial Classification Code is 3826 and the business size
is 500 employees. The National Institutes of Health, National Institute
of Aging (NIA) in Baltimore, Maryland has a requirement for a real time
digital fluorescence analyzer system. The NIH intends to contract with
Carl Zeiss, Inc, One Zeiss Drive, Thornwood, NY 10594. The NIH
believes that Carl Zeiss is the only known source that can meet the
requirements. However, this requirement is not set-aside for small
businesses. Any other firm that believes that it can meet the below
specifications may submit an offer to National Institute of Health.
This requirement is for a real time digital fluorescence analyzer
system. This system shall include, but not be limited to, the following
performance characteristics, features, and pertain to the following
components: Shall perform analysis of fluorescent probes in living
cells and preparations. Shall be capable of visualizing ions in real
time. Ions shall be observable individually or simultaneously, only the
types of probes in use shall limit combinations. Shall include image
intensified CCD (ICCD) and high resolution digital cameras. Shall
include motorized inverted microscope and confocal module. Shall
provide for simultaneous fluorescence and brightfield image
acquisition. Shall include the capability for three ratio images per
second in dual excitation configuration with a standard wavelength
selector or better. Shall provide for ten ratios per second in
staticratio imaging mode or better. Shall include upper and lower
gray-value threshold functions. Shall provide for online background
correction, ratio display, and shading correction functions or better.
Shall provide for static ratio imaging and image averaging. Full frame
ratio imaging shall be supported. Shall include image integration for
very low light experimentation. Shall include provisions for data
calibration. Shall include automated and interactive image storage.
Shall include support for up to 99 regions of interest or better. Shall
include experimental log and timer. Shall support stored image sequence
analysis. Shall include software to integrate data and images. Shall
include Z focus control. Shall be capable of performing ion studies in
confocal mode in cells or tissues. The system shall be capable of
providing three-dimensional image stacks of multiple probes. This shall
allow for investigation of the structure and co-localization of
antibodies. Shall support non-laser confocal fluorescence. Shall
support ultraviolet and visible excitation wavelengths. Shall include
PC based software for controlling the microscope hardware and digital
imaging system. Shall include a Personal Computer with the following
features, or better: Windows 98 software, 450MHz Pentium III processor,
128 megabytes of RAM, Two 17 inch monitors, Read/Write CD-ROM drive,
Zip drive, LAN capable. The system shall be complete and perform the
functions for which for which it was intended. All necessary
interconnection cabling, documentation, and support after installation
shall be provided. The system shall be compatible with existing Carl
Zeiss Inc. equipment which as been previously acquired. Delivery shall
be F.O.B. Destination, inside delivery and the equipment shall be
delivery 60 days after contract award. The Government will evaluate
based on F.O.B. Destination, and acceptance in Baltimore, Maryland and
the requirement of FAR 52.214-21 "Description Literature" apply.
Information provided must demonstrate the equipment's abilityto meet
the specifications described herein. Award will be made to the
technically acceptable low offer. A complete copy of the provision FAR
52.212-1, Instructions to Offerors-Commercial Items and a complete
copy of the provision FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items is required as part of the offer. The
latter provision includes the DUNS Number Addendum. The resulting
contract will incorporate the requirements of the clause at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, and the
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items. The
following clauses are also applicable to this acquisition: FAR
52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for
Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative
Action for Workers with Disabilities; FAR 52.222-37, Employment Reports
on Special Disabled Veterans and Veterans of Vietnam Era; and FAR
52.225-3, Buy American Act-Supplies. Full text copies of the
representations and certifications or other cited provisions and
clauses may be obtained by http://www.arnet.gov/far/. A completed and
signed "offeror Representation and Certifications-Commercial Items --
with DUNS Number Addendum must accompany offers. Descriptive
literature, warranties and/or materials that demonstrate that the offer
meets the stated requirements must also accompany offers. Information
furnished should include enough material to conduct a proper
evaluation. The Contractor will be paid following delivery and
acceptance of the equipment. Sources demonstrating the capability to
accomplish the above shall provide pertinent information that is in
sufficient detail to demonstrate their ability to perform within 15
days of this notice. A determination by the Government not to complete
this proposed contract based upon the responses to the notice is
solely within the discretion of the Government. The proposed contract
action is for supplies or services for which the Government intends to
solicit and negotiate under the Authority of Far 6.302. Respondents
will not be notified of the evaluation results. Address responses to
