99 -- ROCKET NET CHARGES SOL 1448-98210-0-R011 DUE 032500 POC Nedra Stallone, (703) 358-2221 The Fish and Wildlife Service (FWS) requires the services of a private vendor to assemble, package, and distribute explosive cartridges (rocket charges) for the Government and private users. These rocket charges are specifically matched for use in two types of rockets (WM1-type and Winn Starr type) that propel nets to effect the live capture of wildlife. The main component of the rocket charge is a military propellant (M-6)that is furnished by the Government and stored at the Crab Orchard National Wildlife Refuge, Carterville, Illinois. The firm will be required to pick up the propellant in maximum allotments of 5 drums (approximately 750 lbs.)from the storage facility. Assembled rocket charges must be packed, stored, transported, and shipped in accordance with local, state, and Federal standards and carrier regulations for a Class "B" explosive. Each charge must be marked to identify the type, batch number, and its date of manufacture. Each shipment must contain full instructions for the safe use, transportation, and storage of the charges. The vendor must keep accurate records of all transportation of ammunition and explosivees thus enabling the Government to track all rocket charges and component parts. It will be the responsibility of the vendor to meet all statutes governing the handling, storage, and transportation of ammunition and explosives. Distribution of charges by the vendor will be limited to approved users that is supplied by the Government. Solicitation No. 1448-98210-0-R011 will be available on or about January 25, 2000.
