Agency (DTRA) has a requirement for Advisory and Assistance (A&AS)
services to support the work of the organization. DTRA's mission is to
protect the U.S. and its friends against Weapons of Mass Destruction
by reducing the present threat and preparing for the future threat. The
objective of this procurement is to acquire technical and operational
advisory and assistance services to assist DTRA and its operational
elements in support of research, planning, designing, developing,
implementing, integrating, testing, applying, and evaluating emerging
and mature technologies and providing operational assistance and
support to DTRA's mission needs. The objectives of the contract are to
provide the necessary services for all directorates, as required by
present and future responsibilities. The solicitation is expected to
result in a single award of a cost type contract. Security requirements
will be specified on each technical instruction. The overall
securitystandard applicable to the contract is secret, with occasional
requirements for top secret or SCI. The contract will be for a base
period of three years, with two one-year options to extend the
services. Estimated hours: 200,000-220,000 in each of the first two
years, rising to 260,000-270,000 in the third year, and continuing at
that level through both option years. Please e-mail requests for copies

responsible sources may submit an offer, which will be considered. Your
attention is invited to the SBA regulations issued as a result of the
Small Business Reauthorization Act of 1997, which allows small
businesses to retain designation as small businesses, even when they
form joint ventures to compete for government contracts. The estimated
release date of the solicitation is 1 February 2000. The government
anticipates that we will conduct a pre-proposal conference at the DTRA
facility, 6801 Telegraph Road, Alexandria, VA 22310-3398, during the
