Under Cooperative Agreement EMW-1998-CA-0330, between the Federal Emergency Management Agency (FEMA) and the American Society of Civil Engineers (ASCE), the ALA plans to acquire the services of the US Army Corps of Engineers Cold Regions Research and Engineering Laboratory (CRREL) to complete the ice load map in the ASCE 7 Standard, Minimum Design Loads for Buildings and Other Structures. This is a survey to locate potential sources capable of performing the following proposed requirement: To provide the 50, 100, 200, and 400 year return period ice load maps for freezing rain with concurrent gust-on-ice wind speed for those states east of the Rocky Mountains which abut the region previously mapped (western South Dakota, Nebraska, Kansas, Missouri, Arkansas, and Louisiana, all of Texas and Oklahoma, and eastern Montana, Wyoming, Colorado, and New Mexico). Additionally, all data used to develop the maps will be provided on CD-ROM. Minimum capabilities must include documented evidence of experience and expertise in the following areas: 1. The offeror must be a member of a standing task committee of an existing standards developing organization accredited by the American National Standards Institute (ANSI). 2. The offeror must have demonstrated knowledge of and experience with ice loads phenomena. 3. The offeror must have expertise in the collection, interpretation, and processing of ice storm data to produce statistical maps representing ice loads with concurrent gust-on-ice wind speed. 4. The offeror must have demonstrated experience in submitting, defending, and challenging proposed changes to code bodies. Firms with these capabilities are invited to submit three (3) copies of their capabilities statement within fifteen (15) calendar days from the date of this notice. Information furnished should include: 1) The number and professional qualifications of technical and other appropriate personnel; 2) Company experience related to the proposed project; 3) A current financial statement; 4) Other literature which demonstrates the minimum capabilities listed above. The ALA will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the ALA reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of the responses received concludes that none of the responding firms have the necessary capabilities, then this acquisition will be conducted as a Sole Source Procurement with the US Army Corps of Engineers Cold Regions Research Engineering Laboratory (CRREL), and no further synopsis will be issued. However, if one or more responses received are determined to have the necessary capabilities, then this acquisition will be re-synopsized as being available for full and open competition.
