PROJECT INFORMATION: Provide Architect-Engineer (A-E) services for
environmental related surveys, studies and designs for facility and
infrastructure installation/demolition at Fairchild AFB (FAFB), WA.
Services shall also include the preparation of environmental planning
documents that outline process, procedural and regulatory
responsibilities for FAFB personnel/organizations and contractors. Work
shall include (1) obtaining appropriate permits, licenses and
regulatory approvals; (2) conducting site investigations and pilot
studies; (3) performing soil, air and water
sampling/analysis/interpretation; (4) performing environmental
assessments; (5) preparing work plans, site-specific health/safety
plans and sampling/analysis plans; and, (6) developing plans and
specifications for facility/infrastructure installation/improvement,
environmental remediation projects and environmental equipment
purchase/installation. Construction management services may also be
required. 2. SELECTION CRITERIA: The selection criteria for this
particular project are listed below in descending order of importance
(first by major criterion and then by each sub-criterion). Criteria a-e
are primary. Criteria f-h are secondary and will only be used as
_tie-breakers_ among technically equal firms. PRIMARY CRITERIA: (a)
Professional qualifications necessary for satisfactory performance of
required services; (b) Specialized experience and technical competence
in the type of work required, including, where appropriate, experience
in energy conservation, pollution prevention, waste reduction, and the
use of recovered materials; (c) Capacity to accomplish the work in the
required time; (d) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; and, (e) demonstrated
knowledge and application of sustainable design principles, including
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in site, facility, and landscape
design. SECONDARY CRITERIA: (f) Location in the general geographic area
of the project and knowledge of the locality of the project; provided,
that application of this criterion leaves an appropriate number of
qualified firms, given the nature and size of the project; (g) Volume
of work awarded by the Department of Defense (DoD) during the previous
12 months to the firm and consultants to be used on this project; and,
(h) Extent of participation of small and disadvantaged businesses or
woman owned firms and their use as a primary consultant. 3. CONTRACT
INFORMATION: Multi-discipline Architect-Engineering design services for
Fairchild AFB, Washington procured in accordance with PL 92-582 (Brooks
A-E Act) and FAR Part 36 are required for architectural, electrical,
mechanical, civil, landscaping, and structural engineering design. More
than one Indefinite delivery contracts may be negotiated and awarded,
each with a base period not to exceed one year and four option periods
not to exceed one year each. A minimum of $5,000 in fee work will be
issued under each contract awarded. Cumulative amounts of all work
orders will not exceed $750,000 for each contract period. Work will be
issued by negotiated firm-fixed-price task orders. Individual task
orders will not exceed $299,000, with the exception of the initial work
order, which may exceed that amount. Task orders will be issued from
time to time, as the need arises, during the contract period(s). The
contracts are anticipated to be awarded in May 2000. The Standard
Industrialization Classification code (SIC) is: 8712. The size standard
is: $4 million. This announcement is open to all businesses regardless
of size. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a subcontracting
plan or that part of the work it intends to subcontract. The
subcontracting goals for 92 CONS/LGCC which will be considered in the
negotiation of this contract are: (1) at least 66% of a contractor_s
intended subcontract amount be placed with Small Businesses (SB); (2)
at least 15% of a contractor_s intended amount be placed with Small
Disadvantaged Businesses (SDB), (3) at least 8% of a contractor_s
intended subcontract amount be placed with Women-Owned Small Business
(WOSB); and, (4) at least 1.5% of a contractor_s intended subcontract
amount be placed with Hub-Zone concerns. To be eligible for contract
award, a firm must be registered in the DoD Central Contractor

Information Center at 1-800-334-3414. Qualified firms desiring
consideration should submit two copies of SF 255, including
organizational chart of key personnel to be assigned to this project,
current SF 254, and consultant_s current 254_s. Cover letters and
unnecessarily elaborate brochures or other presentations beyond those
sufficient to present a complete and effective response are not
desired. No additional project information will be given to A-E firms.
