U.S.C. 2304(c)(1), the Engineering Field Activity, Northwest, intends
to extend on a sole source basis the existing contract with Foster
Wheeler Environmental Corporation. This is not a request for proposal.
The intended period of contract extension is to 30 September 2001. The
purpose of this extension is to complete currently existing and ongoing
environmental investigation and remediation of unexploded ordnance
(UXO) located on the former Naval Air Facility, Adak Island, Alaska.
The Government has determined that awarding a contract for this effort
to a contractor other than Foster Wheeler Environmental Corporation
would result in substantial duplication of cost to the government, and
unacceptably delay fulfilling the agency's requirement. Savings not
expected to be recovered through competition include, but are not
limited to, current on-island mobilization and staging of equipment and
material; a trained and experienced pool of management personnel and
labor force knowledgeable of the specific logistical and technical
requirements associated with the remote location and sub-Arctic climate
and terrain of Adak Island; and the effective and necessary close
technical and legal coordination of the UXO remedial investigation and
cleanup with the concurrent Base Realignment and Closure (BRAC) reuse
requirements now in place and ongoing on Adak Island. If another firm
believes it can perform the services required under this contract with
equal or greater dollar and time savings than anticipated by the
Government by going sole source, they need to demonstrate so to the
Government. Your documentation should be submitted to Engineering Field

days after this notice is published in the Commerce Business Daily. The
work required for UXO investigation and remediation under this contract
includes all labor, supervision, materials and equipment required to
meet the requirements of the agency. No other technical information
will be given. A determination by the Government not to compete this
proposed contract based on responses to this notice is solely within
