The U.S. Department of Commerce/NOAA, intends to contract for the upgrade of the National Weather Service Forecast Office HVAC Control System located at Brownsville, Texas. The existing system was manufactured by Siebe Controls. Due to software and hardware compatibility issues and the requirement to maintain uniformity throughout the National Weather Service facilities; the Government intends to contract with Ward Systems of San Antonio, Texas. Ward Systems is the only known Siebe authorized and certified source in the area. The work will be performed at the NWS facility in Brownsville, Texas. The intended procurement is for service for which the Government intends to acquire from one source under the authority of 41USC253 (c)(1). The Government knows of only one source authorized to provide the materials and expertise to perform the HVAC System Upgrade. This is not a request for proposals and there is no solicitation available at this time. This acquisition is being conducted pursuant to the guidelines set forth in FAR part 15. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice or issue a solicitation to Ward Systems whichever is determined to be more advantageous to the Government without further notice. All interested parties must respond to this announcement within 15 calendar days of publication. All responses to this announcement must include the following: 1) contractor name and phone number, 2) a brief statement detailing capabilities to provide such items, 3) a list of the names and phone numbers of three references whom you have provided like or similar service to, contract numbers if any, 4) proof of certification as an authorized Siebe supplier/installer facility.
