Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire, for the Naval Sea Logistics Center, Mechanicsburg, PA, through full and open competition, support services for equipment removal, site preparation, fabrication, relocation, installation, maintenance, overhaul, modernization, logistics support, and/or technical assistance regarding Technical Equipment. Performance for the requirement will be throughout the U.S. and Japan. The effort is to be performed under an indefinite delivery indefinite quantity time and materials type contract consisting of a base year and three (3) one-year options. The solicitation will consider offerors' technical proposals more important than their cost/price proposals, and the solicitation will provide for multiple awards pursuant to FAR 16.5. The Government will reserve the right to issue orders on a time and material or a firm fixed price basis. The following categories of labor are anticipated to be required: Program Manager; Engineer; Sr. Logistics Specialist; Logistics Technician; Telecommunications Supervisor; Mechanic, Supervisor; Mechanic, Mechanical; Mechanic, Electronic; Mechanic, AC&R; Machine-Tool Operator; Electrician; Instrument Mechanic; Engineering Technician; Rigger; Sheet-Metal Worker; Welder; Pipefitter; Computer Systems Analyst; CAD Draftsman; Assembler Electronic/Mechanical; Technical Writer; General Maintenance Worker; Helper, Trades; Laborer, General Support; and Word Processor. The estimated hours of service for the contract are 174,680 for the base year, 282,370 for the first option year, 282,370 for the second option year, and 132,110 for the third option year. The anticipated award date for this contract is 1 July 00, but an earlier award date may be possible. All responsible sources may submit a proposal which shall be considered by the FISC.
