This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for a membership for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the membership services for the period of 1 year plus 3 option years that will satisfy the agency requirements. Reclamation is allowed the opportunity for information and technology sharing and networking and generation of projects. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar required services must provide supporting evidence that they can furnish the above identified membership services in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
