Threat Reduction Agency proposes to procure without using full and open
competition an effort entitled, "SS-24 Propellant Disposition Facility
(PDF)" to the Morrison Knudsen (MK)/ Thiokol team. The PDF will
extract solid propellant from fifty four and one half SS-24 missiles,
de-sensitize and size reduce the propellant, convert the propellant
into commercial blasting agent, and transport intermediate and final
blasting agent products to the mine where final processing and loading
into the blasting holes will be conducted. It is anticipated that
final missile disposition will take place by October, 2005. Basis for
Sole Source: The first basis for this action is the elimination of
foreign contractors, due to technology transfer controls. In accordance
with the International Traffic in Arms Regulation (ITAR) and the Export
Administration Regulation (EAR) 15, the award of this effort will be
limited to only United States, Ukrainian and Russian contractors. The
second basis for this action is the restriction of technologies to only
those employing non-destructive (to the propellant) processes. The US
has made a commitment to the Ukraine to use a non-destructive process.
Based on market survey results, the MK/ Thiokol team is the only US
based team that proposes a non-destructive process. The third basis for
this action is that MK/ Thiokol is considered uniquely qualified to do
the work. The MK/ Thiokol team responded adequately to the sources
sought announcement. They are considered technically capable and
already mobilized in Pavlograd, Ukraine. Thus, by default they are the
only company capable of doing the job given the technology
restrictions and the missile technology export controls applied through
ITAR, CCL and MTCR regulations. See Note 22. Posted 01/10/00
