facilities in the counties of the Erie PA District Area. Miscellaneous
asbestos abatement and related work at various Postal Owned and leased
facilities. It could involve the removal, encapsulation, enclosure,
and/or repair of asbestos-containing insulation, fireproofing, and
acoustical materials on pipes, boilers, ducts, tanks, structural
members, ceilings, floors, and walls in USPS facilities. The USPS can
order the Contractor to decontaminate asbestos-contaminated surfaces,
decontaminate dirt floor acres, and repair, refinish, and replace
materials that are damaged or removed. The contractor shall comply
fully with the technical specifications, and will be closely monitored
by the Engineer. All work shall be performed such that exposures of
Contractor employees to asbestos fibers are minimized, building user
exposure or building contamination is prevented, and asbestos waste and
other contaminated materials are properly removed and promptly
andlegally disposed. The Engineer shall have the right to stop work at
any time established removal practices are not followed or test
results indicate release of fibers into the environment or building of
equal to or greater than the action level. The Contractor shall not be
entitled to additional compensation for delays because of shutdown
caused by deviation(s) to established removal practices or testing for
fiber release. It is possible that portions of the work to be
performed after work hours. Contractors must have a minimum of three
(3) years experience as of the date of issue in the repair and removal
of asbestos in accordance with EPA, NESHAPS, UBC, NIOSH, CFR and OSHA
regulations. It is the Contractor's sole responsibility to comply with
all existing and future Federal, state, county, city and municipal
laws, regulations and interpretations, and all plans and specifications
for all projects. SCOPE OF WORK-LEAD BASED PAINT ABATEMENT: Lead
painted surfaces that are impacted by renovation work or
relatedconstruction activities may need to be abated. The abatement
work identified in the indefinite quantity contract for a group of
various buildings selected by the Postal Service may involve the
removal of lead-based paint or removal and replacement of painted
components, or may involve the encapsulation or enclosure of LBP
covered surfaces. Conditions may warrant abatement of lead-based paint
found on walls, doors, windows, window and door trim, baseboards and
molding, structural columns and beams, along with other miscellaneous
building components. Both interior and exterior components may be part
of the abatement. In some instances, work may occur in Postal Worker
occupied areas. Portion of the work may be performed after working
hours. The Contractor will adhere closely to these specifications and
will be monitored by the Project Monitor. Depending upon the size and
nature of the project, environmental monitoring will consist of a
combination of dust wipe testing, soil sampling, and air sampling
specifically for lead, and on certain occasions may involve total dust
monitoring. All work will be performed to maintain exposure levels to
lead as low as reasonably possible. The Project Manager shall have the
right to stop work at any time if lead dust is released into the
environment or other employees are exposed. The Contractor shall not be
entitled to additional compensation for delays or shutdown caused by
deviations to established lead abatement practices. Contractors must
have the capabilities of working at least three to five jobs at the
same time. At the direction of the Contracting Officer, one or more
contracts may be awarded. One or more task/work orders will be issued
totaling not more than $250,000 during a two (2) year period of the
contract. The initial limit of $250,000 may be increased by
modification as agreed upon by the Contractor and the Contracting
Officer up to the maximum of $3,000,000. The Contractor agrees to
perform all work included or ordered pursuant to and accordance with
the terms and conditions of the contract for the unit prices listed on
the price schedule times the multiplier given as an offer for this
solicitation. Offerors will be required to submit one (1) "Multiplier"
to be applied to the various Unit Prices established in the "Unit
Price Schedule". The multiplier must contain the offeror's overhead,
profit, bonds, insurance, and all other contingencies. No allowance for
such items will be made after contract award. The Contractor must
provide documentation along with their offer, evidencing bonding
capabilities, although no bid bond is required to submit an offer.
Offers are due by 3:00 PM on February 07, 2000 at a cost of $75.00 per
