Government intends to acquire a commercial item using FAR Part 12 and
the Simplified Acquisition Procedures set forth in FAR Part 13. This
notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, which is issued as a
Request for Quotation (RFQ); quotes are being requested and a written
solicitation will not be issued. The information required by FAR
Subpart 12.6 is included in the on-line RFQ linked above or it may be
accessed at

NASA/MSFC plans to acquire a refrigerated recirculation system.
Specifications: Heat Removal Capacity: 10,000 watts at 20 degrees
Celsius Temperature Range: 5 degrees Celsius to 35 degrees Celsius
Thermal Control Stability: plus or minus 0.1 degree Celsius Pumping
capacity: 10 GPM at 40 PSI Stainless steel reservoir and evaporator
coil ALL components in water flow path shall be stainless steel. No
copper, brass, plastic, or PVC shall be in contact with the water.
Drain for easy fluid removal Reservoir volume: 15 gallons plus or minus
1 gallon Nitrogen purge connection for reservoir Pressure gauge for
supply fluid System shall include a stainless steel, ball-valve for
flow control Solid State temperature control system Digital display of
temperature and setpoint Low level indicator light Locking castors on
system System shall be one piece, enclosed in a cabinet with displays
and controls visible and accessible without opening panels. Panels
shall be easily removable for servicing. Power: available power is
208v/3ph./60cy 30 amp or 110v/1ph/60cy 20 amp. System should require
only 1 power connection, one gas purge connection, and inlet and outlet
fluid connections. Condenser can be air-cooled. System shall have an
internal stainless steel pressure relief valve System shall have an
internal stainless steel filter package System shall include a 2 year
warranty on parts and labor. The SIC code and the small business size
standard for this procurement are 3563 and 500, respectively. The
quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to MSFC is
required within 30 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by January 26, 2000 COB and may be mailed or

prefably or 256-544-8688, and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number(TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. MSFC
52.23-91, NFS 1852.211-70, 1852.214-71 and 1852.215-84. Reserve
paragraph(s) (d), (e), (f), (h), & (i)in 52.212-1. If the end
product(s) quoted is other than domestic end product(s) as defined in
the clause entitled "Buy American Act -- Supplies," the quoter shall so
state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

quoters will be responsible for downloading their own copy of this
notice, the on-line RFQ and amendments (if any). Selection and award
will be made on an (aggregate basis) to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
