intends to procure on a sole source basis from the University of
Delaware/Center for the Study of Marine Policy to assist the National
Ocean Service (NOS)/International Programs Office (IPO) by providing
support, advice, and assistance to the IPO in its work on building a
global representative system of marine protected areas, reducing
land-based sources of marine pol- lution, improving navigation services
and providing information for coral reef protection through the
development and dissemination of electronic navigation data. Tasks
include: (1) Assist IPO in the implementation of the NOS international
Habitat Strategy, particularly through the World Commission on
Protected Areas, and the development of regional expertise and agendas
to build a global representative system of marine protected areas
(MPAs), (2) Assist the IPO in organizing oil spill response training
activities in the Black Sea, (3) Assist the IPO with utilizing
hydrographic products and services to support international coastal
resource protection, particularly coral reefs, and promote safe
navigation. Activities include: (1) Plan and organize the Oil Spill
Modeling Workshop to take place in September of 2000, (2) Determine
other appropriate partners and donors from international (such as the
International Maritime Organization), regional governments,
nongovernmental organizations and the private sector, (3) Serve as IPO
liaison with these partners, (4) Research and identify specific
projects for NOS participation in other regional activities related to
pollution reduction from land- based activities, including direct
technical assistance in integrated coastal management. This is a notice
