Announcement -- Amendment 3 -- This amendment is to announce that the
US Army Research Laboratory, Survivability/Lethality Analysis
Directorate, is soliciting concept papers (White Papers) for
"Vulnerability Assessment." This amendment is available in its entirety
on the ARL BAA homepage (http:w3.arl.mil/contracts/99arlbaa.htm).
Offeror(s) shall conduct feasibility or concept studies intended to
assess the effect of externally-induced ballistic impact on high-speed
compulsators used in the Army's electronic launch development program.
The objective is to perform an extensive evaluation of a realistic
rotor design under ballistic impact and to understand the level of
damage and anticipated failure mode under representative impact energy
levels and thus, understand the safety and vulnerability of these
devices. The term, "realistic" refers to representative materials and
structures, and not to the electrical architecture. The period of
performance of this project shall be10 January 2000 to 30 June 2000.
EVALUATION CRITERIA: All White Papers received will be evaluated in
accordance with the criteria contained in the ARL BAA, dated October
30, 1998. Selection of concept(s) for award will be made to those
offerors whose White Paper is considered most advantageous to the
Government, price and other factors considered; (i.e.: an independent
Government assessment of the probability of success of the proposed
approach and the availability of funding). Responses must provide new
or unique concepts, ideas or approaches in order to qualify for
evaluation and consideration for award. The Government reserves the
right to select for award any, all, part or none of the responses
received. Funds are presently available for this BAA project; however,
no contract award will be made until appropriated funds are made
available from which payment for contract purposes can be made. GENERAL
INFORMATION: Because both the technical and cost aspects of an
offeror's submission will be evaluated at the same time, it is
desirable that one volume containing all information be submitted.
Pursuant to the requirements of FAR 52.219-9, if the total amount of
the concept exceeds $500,000, offeror(s) selected for award will be
required at that time, to submit a Subcontracting Plan for Small
Business and Small Socially and Economically Disadvantaged Business
