The Army is soliciting for the development, deployment and successful demonstration of a one-mile prototype fuel transfer system capable of delivering a minimum of 720,000 gallons of fuel per 20-hour operational day. The U.S. Army Tank automotive and Armaments Command (TACOM) is seeking interested parties to develop and demonstrate a rapidly installed cross-country fuel transfer system. The fuel transfer system shall have the potential of replacing the existing Inland Petroleum Distribution System (IPDS); a 6-inch coupled aluminum pipeline. The prototype fuel transfer system shall be capable of being installed at a minimum rate of 20 miles per day (MPD) using less manpower and equipment than what the current IPDS pipeline employs. When the Research Announcement is issued, see paragraphs, 8.1 through 8.3 entitled "Requirements" for further description. This IPDS II Research Announcement is being procured on a competitive basis, using a "Section 845 prototype Other Transaction" Agreement.
