plans to issue a Request for Offer (RFO) for a six month
proof-of-concept development of a miniature space based router for use
in future space-based systems requiring on-board local area networks
interconnecting instruments and data systems. Future system studies
have shown that spacecraft systems and instruments on board will look
like nodes on the Internet allowing for easy access and control by
users and flight operators. The miniature space based router is a
critical technology item that will support this internet model in space
capitalizing on existing commercial hardware and software standards
that will reduce flight and control costs while enhancing
interoperability with terrestrial systems. A prototype system of
multiple printed circuit cards combined with commercial chips will be
developed and integrated based on the outcome of an initial feasibility
study. The feasibility study shall address both NASA and commercial
communication needs and requirements. Final hardware will be used by
NASA in networking test beds to validate and evaluate the performance.
The Government does not intend to acquire a commercial item using FAR
Part 12. See Note 26. The SIC Code and Size Standard are 8731 and 500
employees, respectively. The DPAS Rating for this procurement is
DO-C9. The provisions and clauses in the RFO and model contract are
those in effect through FAC 97-14. All qualified responsible sources
may submit an offer which shall be considered by the agency. The
anticipated release date of the RFO is on or about January 20, 2000
with an anticipated offer due date of on or about February 28, 2000. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
