purpose of announcing the issuance of a Request for Proposal. The
Office of the Joint Program Manager Lightweight 155mm Howitzer, in
coordination with the Program Executive Officer for Ground Combat and
Support Systems and the Tank-automotive and Armaments Command Armaments
Research Development and Engineering Center is seeking proposals from
sources interested in the Digital Fire Control System (DFCS) (as a
Major Component of Towed Artillery Digitization TAD). DFCS will be
developed for integration and installation onto the XM777 (LW155) Towed
Howitzer and have weapon platform application onto the M198 Towed
Howitzer. The DFCS will be a fully integrated digital fire control
system providing crew controls and displays, position location,
navigation, gun tube laying, ballistic computation, mission sequencing,
all system command and control functions, digital off-carriage
communications, an automated direct fire capability, power supply and
power management, support for/interface with FBCB2 Situational
Awareness, built-in- test, and embedded training. The fire control
system will interface with the host platform and the prime movers,
Family of Medium Tactical Vehicles (FMTV) and Medium Tactical Vehicle
Replacement (MTVR). EMD requires delivery of 13 prototype TAD Systems
with associated initial spares, 3 each FMTV Modification Kits and 3
each MTVR Modification Kits, 3 Computer Based Trainers and contractor
logistics support. EMD will be solicited as a Cost Plus Incentive Fee
with Award Fee (CPIF/AF) contract. There will be two low rate initial
production (LRIP) options: 5 each TAD Systems with initial spares in
FY03 and 20 each TAD Systems with initial spares in FY04. The option
will include provisions to purchase FMTV Modification Kits in the same
LRIP quantities and Fiscal Years as TAD Systems. The RFP is expected
to be released on or about 31 January 2000 with an estimated closing
date of 17 March 2000. Contract award is anticipated for 6 June 2000.
