NATIONAL FORENSICS LABORATORY ADDITION PROJECT SOL FWS1-101810R032(TS)

expansion of the Clark R. Bavin National Fish and Wildlife Forensics
Laboratory (Laboratory) located in Ashland, Oregon. The Laboratory was
constructed to meet the forensics needs of wildlife law enforcement
agencies around the world. Expansion will include construction of an
additional 25,000 square feet of laboratory, storage, and office space
supplement to the existing 23,000 square foot facility. Project shall
include construction of new Level I, II, and III Biological
Containment Areas (necropsy laboratory, toxicology laboratory,
polymerase chain reaction laboratory, instrumental analysis laboratory,
hazardous waste storage space, evidence receiving area, and walk-in
freezer storage space); storage spaces for morphology reference
standards and chemicals/solvents; and expanded office space for
administration, new laboratory personnel, and visiting scientists. Some
of the existing Laboratory space will be rehabilitated including the
modification of the existing criminalistics laboratory for DNA analysis
and converting the HVAC to an electronic system. The estimated
construction range is $5,000,000.00 to $10,000,000.00. A firm-fixed
price multi-year contract for A/E services is anticipated to be awarded
in late Spring 2000. The contractor shall furnish all manpower,
materials, equipment, and supervision necessary to plan and design the
facility and provide construction management services as requested
during the construction phase of the project. Services required under
this contract will be primarily planning, to include the gathering,
analysis, and documentation of data required to establish program
requirements and document findings in a Basis for Design report;
design, to include the preparation of plans, specifications, bidding
schedules, and cost estimates; and, construction management services,
to include management of actions required to complete the proposed
facility from date of contract award to final acceptance, including the
warranty period. . Award of the specifiedservices is contingent upon
funding availability. The project duration is anticipated to extend
through December 2003. Firms which possess the qualifications necessary
to perform the contract work are invited to submit a completed, current
SF 255 "Architect-Engineer and Related Services Questionnaire for
Specific Project," and a completed current SF Form 254
"Architect-Engineer and Related Services Questionnaire" for each of its
proposed consultants, to the address shown above. Interested firms with
more than one office must indicate on their SF 255 the staffing
composition of the office in which the work will be performed. Indicate
solicitation number in block 2b of the SF 255. The completed SF 255
should indicate the specific personnel from the responding firm and all
consultants expected to do the work on this contract, with resumes for
each, professional registrations by state, and experience in this type
of work over the past five (5) years. Submittals will be evaluated
based on the following criteria: (1) professional qualifications of
individuals listed to perform under the contract, including individual
licenses and experience; (2) Recent specialized experience, within the
last 7 years, and technical competence of team members in the design of
Level I, II, and III Biological Containment Areas, (3) Recent
experience and technical competence of team members in the design of
laboratory facilities, (4) Past performance on contracts with
government agencies and private industry in terms of cost control,
quality of work and compliance with performance schedules. Provide a
customer reference with complete address and current telephone number
for at least ten design projects completed within the past 5 years, (5)
Capacity to accomplish the work within the required time, (6)
Aggressive internal quality control program with demonstrated results
in reducing design errors and/or omissions, (7) Cost control methods
used during design. Provide a bidding record (i.e., contract award
amount versus estimate) for all projects listed as related experience
for Items 2 and 3 above, (8) Geographic Location and knowledge of the
project locality. This procurement is being made under the Small
Business Competitiveness Demonstration Program and is open to both
large and small business concerns. Before award of the contract, the
A/E will be required to present an acceptable Subcontracting Plan in
accordance with Public Law 95-507 (unless the awardee is a small
business). Small Business and Small Disadvantaged Businesses are
encouraged to participate as prime contractors or as members of joint
ventures with the other small businesses. This is not a request for
proposal. Interested firms should provide an original and two copies of
their submittal, Standard Form 254 and 255, to the above addresses.
