Contract Specialist, 301/504-6071 Indefinite quantity contract for
architectural and engineering service is required for irrigation design
services of the grounds of the U.S. National Arboretum in Washington,
DC, and the Beltsville Agricultural Research Center in Beltsville, MD.
The indefinite quantity contract will be for the period of one year
beginning from the date of award with options to extend for four
additional 12-month periods. Firm-fixed price Task Orders will be
issued under the contract to cover, but not limited to, design criteria
development, designs, analysis, drawings, specifications, detailed cost
estimates, environmental assessments, topographic surveys,
investigative reports, concept studies, field investigations, submittal
review and approvals, construction stage monitoring, site inspections
services, design review services and other related services. Estimated
A/E Services will be in the approximate range of $500.00 to
$250,000.00 on an annual basis. The entire contract amount shall not
exceed $1.25 million. Firmsshall provide professional services in the
disciplines of certified irrigation designer for both design and post
construction award contract services. Evaluation of firms will be made
on the following criteria, listed in order of descending importance.
(A) specialized experience and technical competence in irrigation
architectural and engineering of automated irrigation systems design
related to Botanical Gardens and Arboreta, including experience in
designs using Maxicom irrigation systems; (B) Professional
qualifications, including degrees, professional registrations,
certifications and additional training, and professional affiliations.
The certified Irrigation Designer must be certified by the Irrigation
Association, in Fairfax, VA and must be a certified Maxicom specifier;
(C) Past performance of contracts with Botanical Gardens and Arboreta
in terms of quality of work, cost control and compliance with
performance schedules; (D) project coordination and management, and
team experience of proposed key personnel; (E) Computer-assisted design
and drafting capability; (F) Volume and nature of present workload as
it relates to the ability to perform the work required; and (G)
geographical location and knowledge of the locality of the project,
provided that application of the criterion leaves an appropriate number
of qualified firms. The standard industrial classification (SIC) code
is 0781 and the annual size standard is $5.0 million. Firms desiring
consideration shall submit appropriate data as described in Note 24.
Responses meeting the requirements of this announcement must be
received on or before February 15, 2000. This is not a RFP. This
