Division of the National Institute of Standards and Technology (NIST)
has a requirement to maintain and to expand a NIST Standard Reference
Data (SRD) product database containing solar spectral ultraviolet
radiation. This database differs from previous national and
international efforts in that quality criteria are being applied to the
data prior to their entry into the database. Specifically, the
Contractor shall certify that the solar spectral radiometers utilized
in making the measurements have been maintained and frequently
calibrated and that the procedures used in calibrating the radiometer
and in transforming the raw data to final form are traceable to NIST
protocols. The SRD database has been in existence since 1998 and
currently contains solar spectral ultraviolet data from five U.S.
sites. In FY 2000, the number of sites is expected to double or triple
in size. In addition, the data collected from each site will include
weathering data like temperature, wind velocity, total solar
irradiance, relative humidity, and other weather data. With this
proliferation in data, extensive efforts will be needed in automating
the data collection and data analysis procedures while maintaining the
high quality of the data within the SRD product database. An overview
of the tasks required is as follows: contractor shall obtain
climatological data from the NIST solar UV-B data network field sites
in electronic formats, perform conversions as necessary, and reformat
as required for loading and storage on the NIST solar UV-B data network
World Wide Web site; contractor shall expand the solar UV-B data
network to include foreign and domestic sites; contractor shall perform
an analysis of laboratory information management systems; contractor
shall obtain solar UV-B data network solar spectra data and
climatological data from field sites, process and incorporate into NIST
web site; and contractor shall develop Internet interactive graphics
capabilities to allow solar UV-B data network web site users to produce
graphical representations of environmental data. This is only an
overview of the tasks required. The specific tasks are described in the
Statement of Work included in the Request for Quotation. The Request
for Quotation is being issued utilizing FAR Part 13, Simplified
Acquisition Procedures. Required delivery is eight months from date of
award. The Government anticipates the award of a firm-fixed price
purchase order. The Request for Quotation package will be issued on or
about January 11, 2000 with quotes due within 15 calendar days. Please

Industrial Classification is 7379 with a size standard of $18 million.
