E-MAIL: Betty J. Burg, betty.j.burg1@jsc.nasa.gov. NASA/JSC plans to issue a Request for Quotation (RFQ) for maintenance on the STR 2760 GPS Signal Generator. The STR 2760 GPS Signal Generator is used to simulate the signals that a GPS system in space vehicles will receive. This is necessary to do ground testing of critical navigational equipment that will be flying. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Global Simulation Systems, Inc.(GSS) because they are the only known source for maintenance on the STR 2760 GPS Simulator. GSS developed the signal generator that is a unique, proprietary piece of equipment and only GSS understand how it works. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 26, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
