202/406-6801. The U.S. Secret Service intends to negotiate on a sole
source basis with Johns Hopkins University, Department of Emergency
Medicine, 600 N. Wolfe Street, Marbury B-180, Baltimore, MD 21287-2080,
for the services of medical direction and support from February 1, 2000
through September 30, 2000. The Contractor shall provide immediate
on-line medical direction for emergency medical technicians and
paramedics during a seven day/24 hour period; provide a minimum of 200
hours off-line medical direction for first responder, Emergency
Medical Technicians (i.e., Basic, Intermediate, Paramedic and
Registered Nurse) and automatic external defibrillation operation and
training programs; provide a Maryland licensed physician as medical
director, whose credentials conform with the requirements of Maryland
Institute of Emergency Medical Services Systems Title 30, Subtitle 03
and Chapter 03; provide a licensed physician for travel
internationally, when necessary; provide a clinical admission site with
at least a levelone trauma center, an emergency department and urgent
care capabilities in the Baltimore-Washington metropolitan area;
provide a hospital clinical site to support emergency medical
education; provide consultation for the development of a functional
telemedicine program. Based on the requirements of this Solicitation,
it has been determined per Federal Acquisition Regulation (FAR)
13.106-1(b), that only one source is reasonably available for the
totality of services required. A determination by the Government not to
compete this proposed requirement, on a full and open competitive basis
upon receipt of responses to this notice, is solely within the
discretion of the Government. Only written responses will be accepted
and must be received within ten (10) calendar days of the date of this
