Operational Contracting Office, Keesler AFB, MS intends to procure a
MULTIPLE AWARD IDIQ TASK ORDER CONSTRUCTION CONTRACT in the following
category: Interior and exterior building construction and repair and
alterations including but not limited to electrical, carpentry,
masonry, plumbing, mechanical, architectural, landscaping, storm
drainage, exterior restoration, waterproofing, re-pointing, cleaning,
sealing and other repair/alterations or construction or demolition
services as specified, design-build services, earthwork, miscellaneous
drainage structures such as culverts and headwalls, pavement repair
and construction and other miscellaneous minor civil work items. The
performance area is Keesler AFB, MS located in Biloxi, MS. The duration
of the contract(s) shall be for a period of one year with three
one-year options. The anticipated maximum amount of each contract is
estimated at up to $9.5 million for the life of the contract. The
anticipated minimum amount of each contract is estimated to be $5000.00
for the life of the contract. This negotiated procurement will be
accomplished by the Best Value Source Selection Method. Evaluations of
each proposal will be accomplished utilizing (a) Cost or price (b)
Past Performance (c) Mission Capability and possibly (d) Proposal Risk.
The Standard Industrial Code is 1542 and the size standard is
$17,000,000. The solicitation package will be issued in the form of a
Request for Proposal (RFP) and will be made available for downloading
from the Internet (EPS Web-Site) address www.eps.gov on approximately
15 Mar 2000. The closing date is tentatively scheduled for 17 Apr 99.
ALL INTERESTED PARTIES (INCLUDING 8(a) CONTRACTORS, WOMAN OWNED
BUSINESS CONTRACTORS AND HUB-ZONE CONTRACTORS) ARE INVITED TO RESPOND.
IT IS THE GOVERNMENT'S INTENT TO AWARD A TOTAL OF 10 OR LESS CONTRACTS
AS A RESULT OF THIS SOLICITATION. A CERTAIN NUMBER OF THESE AWARDS ARE
BEING CONSIDERED FOR 8(A) AND HUBZONE FIRMS. INTERESTED FIRMS SHOULD
NOTIFY OUR OFFICE IN WRITING OF THEIR INTENTION TO SUBMIT A PROPOSAL AS
A PRIME CONTRACTOR AS EARLY AS POSSIBLE, BUT NO LATER THAN 31 JAN 00.

THOSE FOR 8(a) AND HUBZONE FIRMS BASED ON THE RESPONSES RECEIVED TO
THIS SYNOPSIS. ALL PROSPECTIVE CONTRACTORS MUST REGISTER IN THE CENTRAL
CONTRACTOR'S REGISTRATION DATABASE PRIOR TO AWARD OF A GOVERNMENT
CONTRACT. OFFERORS ARE FURTHER ADVISED THAT FAILURE TO REGISTER IN THE
DOD CENTRAL REGISTRATION DATABASE WILL RENDER YOUR FIRM INELIGIBLE FOR
