Lawrence Seaway Development Corporation (Corporation) plans to issue a
Request For Proposal (RFP) for portable grit blasting/media
reclamation and dust collection/ventilation equipment. Plans are to use
this equipment in a building dedicated primarily to blast clean and
paint steel structures as well as in navigation lock chambers during
shutdown periods for the same purpose. The blasting equipment shall
service two (2) blast nozzles simultaneously for the removal of
lead-containing paint, rust and mill scale utilizing steel grit or a
comparable alternative. The media reclamation equipment shall be
furnished with vacuum equipment such that two (2) vacuum hoses can be
used to pick up the used blast media and the reclamation equipment will
clean it and return it to the storage vessel automatically as it is
vacuumed. The system shall also include air drying equipment to
condition air supplied from Corporation compressors. The dust
collection/ventilation equipment shall be capable of providing
approximately 30,000 cfm to 40,000 cfm capacity during blast cleaning
and painting operations. The cleaned air will be returned to the
building/enclosure during blast cleaning operations and when painting,
the air shall be vented to the outside through a filter system. The
dust collection/ventilation equipment shall be furnished in two (2) or
more self contained units to provide flexibility with respect to the
capacities required for different cross sectional areas. All equipment
shall be skid and/or trailer mounted and shall be weatherproof for use
outdoors. The Corporation prefers that the equipment be electric
however, alternate power sources will be considered. The RFP will be
released approximately February 2, 2000 and the deadline for receipt of
proposals shall be approximately March 3, 2000. The cost range is
between $250,000.00 and $500,000.00. This will be a firm fixed price
contract. RFP packages may be requested by mail or fax to (315)
764-3235 and must be received no later than 15 days after CBD
publication. All responsible sources may submit a proposal, which shall
be considered by the Saint Lawrence Seaway Development Corporation.

Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is eligible to
any prime or subcontract at any tier. Loans are also available under
the DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
$500,000. The bonding assistance program enables firms to apply for
bid, performance, and payment bonds up to $500,000. DOT provides an 80%
guaranty on the bond amount to a surety against losses. For further
