ESC is acquiring two additional Defense Improved Emergency Message Automatic Transmission System (IEMATS) Replacement Command and Control Terminals (DIRECT) Systems. Eight (8) were previously developed, produced and delivered by General Dynamics Communication Systems, Needham, MA, contract F19628-96-C-0126. General Dynamics has installed and tested seven of these systems in current Nuclear Commander in Chiefs (CINCs) command centers. The remaining system resides at General Dynamics as a Development/Test and sustainment system. The DIRECT System includes the interfaces to multiple communications systems used for Emergency Action Message (EAM) transmission and reception. The DIRECT additional production program will produce, test, deliver, install, and checkout the DIRECT Systems for two European command centers. These systems will provide the full capability of the existing IEMATS, with the added capabilities of automated processing, receipt, acknowledgment, display, readdressal, and transmission of EAMs, Support Messages, and command center non-EAMs. DIRECT will interface with current and planned EAM dissemination communications systems in the European Theater. Planning for up to four additional units for installations in the Unified CINCs command centers in the US should also be included. Also, the modification of the existing fixed command center design to accommodate mobile command center installations should be addressed. In accordance with the latest acquisition reform guidelines, a Level 3 drawing package was not generated and is not available. System software must be modified to include the added command centers yet keep the DIRECT software common for all the command centers. To be considered qualified, prospective sources must demonstrate detailed knowledge and experience in the following areas: (1) understanding of Nuclear C3 Systems and the requirements placed on DIRECT; (2) command center operations for command and control of nuclear weapons in accordance with EAP-CJCS Vols. I, II, V, and VII; (3) automated interface to strategic and tactical EAM dissemination communications systems; (4) implementation of information system security IAW DOD S5200.16, DODD 5200.28, and CJCSI 3231.01; (5) demonstrated ability to conduct system-level communications testing; (6) demonstrated ability to perform A&CO in a classified (SIOP/ESI and SI) command center environment; (7) demonstrated ability to provide necessary program management and planning; (8) a proven track record of communication interface hardware fabrication, delivery, and implementation with multiple associate contractor relationships; (9) installation in HEMP protected facilities, (10) immediate access to TOP SECRET/SIOP-ESI facilities and the immediate availability of TOP SECRET/SIOP-ESI cleared personnel to work on this project. Respondents must include in their reply to this announcement a discussion of the perceived benefits to the Government of the use of their recommended approach. They must also address any logisticsissues of a different design on spares, maintenance, and training. To be considered qualified, offerors must also provide detailed information on how their recommendations will meet the required DIRECT criteria identified above, on no more than ten double-spaced, single-sided pages.
