synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation 00SQ30748 is issued as a
Request for Quote (RFQ) and incorporates provision and clauses in
effect through Federal Acquisition Circular 97-14. This Solicitation is
issued under the Simplified Acquisition Procedures (SAP) for Small
Business-Small Purchase Set-Aside (100%). Standard Industrial
Classification is 3669 and the Business Size Standard is 750 employees.
The Bureau of Reclamation has a firm fixed price requirement for
four(4) spread spectrum digital microwave radios having the following
specifications: A. Two of the spread spectrum radios must operate at
2.400-2.4835 Ghz having a digital capacity of T-1 (1.544 Mbps), a
system gain of 124 dB, a threshold of -94 dBm, at a biterror rate of 1
x 10^-6. B. The other two spread spectrum radios must operate at
5.725-5850 Ghz having a digital capacity (rate) of 4 x T1 (4 x 1.544
Mbps), a system gain of 110 dB, a threshold of -87 dBm at 1 x 10 ^-6
bit error rate. C. Full output power must be larger than +20 dBm for
5.8 Gig radios and +27 dBm for 2.4 Ghz radios D. Antenna Connector must
be N-type female E. RF attenuation range must be 20 dB minimum for 5.8
Gig radios and 16 dB for 2.4 Gig radios F. Maximum receive level must
be 0 dBm error free; 10 dBm, no damage G. Coding may be direct
sequence H. Should have selectable number codes, up to 4. I. Processing
gain must be 10 dB minimum J. Transmission Delay shall be 250 us,
maximum (radio only); for 20 mile path, 300 us, maximum; for 30 mile
path, 400 us, maximum. K. Regulatory compliance must meet FCC Part
15.247 (Class B) IC RSS210/139 L. Must have digital interface of DSX-1
to 4 x Dsx-1 that meets CCITT G.8223, AT&T Pub 62411, Bellcore
TR-TSY-000499. M. Connector options should be DB9, RJ-45 (RJ-48c) N.
Must have bantom jacks for Tx & Rx monitoring O. Line Code must be B8Zs
or AMI selectable P. Line build out selectable up to 600 feet Q. Must
have AIS alarm indication signal R. Must have far-end loopback local or
remote control (internal/external signal source) S. Must be able to
plug in standard telephone to 2-wire, RJ-11 connectors on radio to
provide orderwire capabilities T. Should have VF orderwire bridge that
is 600 ohm balanced, 4-wire, 0 dBm, DB25 U. Require diagnostics port
RS-232/RS-422, smaller or equal to 9600 Baud, DB9 V. Require aux clear
service channel data port with RS-232/RS-422, smaller or equal to 9600
baud, DB9 W. Require Alarm port with 2 Form C, 6 TTL, DB25 X. Require
protect Port using RS-232, RJ-45 Y. Require test points for output
power and near and far-end receive signal level Z. Must have DC power
capabilities of +/- 20 to +/- 63 Voltgs, at smaller than 45 Watts AA.
Must have on board or optional AC adapter that operates between 100 to
250 Volts, 50-60 Hz BB. Operation temperature must have-30 to +65
degrees Centigrade range at a maximum altitude of 15,000 feet in 0 to
95 percent humidity. CC. Space requirements must be equal to or less
than 2 and one half rack units and weigh less than 15 pounds and have
19 to 23 inch race mounting brackets supplied. Contractor shall provide
all materials, labor, and transportation necessary to deliver the items
to Bureau of Reclamation, 400 Railroad Ave, Boulder City, Nevada 89005.
