The Naval Air Systems Command intends to issue a Fixed Price Incentive (Firm Target) contract with Sanders, A Lockheed-Martin Company, for the Low Rate Initial Production (LRIP) of Integrated Defensive Electronic Countermeasures (IDECM) AN/ALQ-214, Radio Frequency Countermeasures (RFCM) systems with Fiber Optic Towed Decoy (FOTD). The LRIP contract requirement includes procurement of ALQ-214 (V) systems, FOTDs, and retrofit of Engineering and Manufacturing Development (E&MD) assets. The requirement will be for up to 80 RFCM systems, up to 13 sets of interim spares, and up to 340 FOTDs to support USN, USAF and FMS customers. A range of ancillary support is also to be procured, to include Integrated Logistics Support (ILS) and associated data. There also will be options for refurbishment of RFCM units procured during the E&MD phase of the program. Sanders, a Lockheed Martin Company, is the sole designer and developer of the IDECM RFCM system, and is the only source which possesses the technical data and specialized skill to perform this effort within the required timeframe.
