NASA/ARC plans to issue a Request for Quotation (RFQ) for One (1) upgrade of an existing single-axis scheimpflug remote-focusing camera system designed to acquire three-component Particle Image Velocimetry (PIV) images in support of wind tunnel testing of the Full-Span Tiltrotor Aeroacoustic Model. Upgrade consists of: (1) Two Motorized Stages; (2) Two Custom-Length Digital Camera Cables (from Kodak ES-1 Camera to National Instruments Frame Grabber Board Model IMAQ) 130 Feet; (3) Hardware to integrate the two remote-head cameras and corresponding lenses with motorized stages; (4) Complete dual-camera system integration and checkout; and (5) One week on-site support. Upgrade must interface completely with the existing PIV data acquisition software system -- Integrated Design Tools (IDT), Inc., WinVu v6.0. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from Integrated Design Tools, Inc. of Tallahassee, FL on a sole source basis pursuant to FAR Part 13.106-1 (b), based on the company's development and unique knowledge of the existing PIV data acquisition software system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on January 21, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
