Secret Service intends to negotiate, on a sole source basis, with Caswell International Corporation, 2540 Second Street, NE, Minneapolis, MN 55418-3474 for the replacement of steel impact plates at the indoor ranges at the Post Office Range (POR), located at Pennsylvania Avenue and 12th Street, NW, Washington, DC. The POR includes a qty. of 2 six (6) lane ranges. The contractor shall remove and replace the steel impact plates at both 6-lane ranges at the POR. The following shall be replaced at each range: (a) Four (4) rows of primary impact plates; (b) One (1) row of incline impact plates; (c) One (1) row of rear scrolls; (d) One (1) row of floor fairing plates; (e) One (1) row of floor guards; (f) One (1) pair of side wall fairing plates. The impact plates are for a Venetian Blind Bullet Trap, 2400S Series, as manufactured by Caswell Detroit Armor Companies. Replacement steel impact plates and fairing plates are considered parts to a proprietary bullet trap for which Caswell holds the US patent. The impact plates shall be designed to withstand the impact of all .22 caliber rimfire rifle ammunition, handgun ammunition up through 44 magnum and shot shell ammunition including slugs. It shall not be designed to accept armor-piercing ammunition. The design of the Venetian Blind Bullet Trap, 2400S Series, consists of five (5) cantilever supported, 1/4" thick alloy impact plates. The impact plates shall be installed at an angle not greater than 35 degrees from the horizontal plane. Its design is such to direct all impacted bullets downward into a deceleration chamber. After being decelerated, spent lead particles drop into a large steel collection tray. All impact plates shall be furnished with bolt on (1/4" thick alloy) leading edge assemblies to catch and contain backsplatter. The leading edge 1/4" thick alloy shall be ground to a cross-sectional area that dictates long life. Contractor is responsible for cleanup and removal of all materials. Minimum of one (1) year warranty is required. SPECIAL PROVISION: Contractor personnel proposed to work under this effort shall be subjected to and successfully pass Police background investigations prior to being admitted to the Post Office Range. Upon contract award, the contractor will be provided with U. S. Secret Service contractor personnel access forms. Within five (5) days of contract award, the contractor shall submit these completed contractor personnel access forms t the Contracting Officer's Technical Representative. Delivery and installation within 2 12 months after award. F.O.B. Destination. Inspection and acceptance shall be at destination. Solicitation package is not available. This is a notice of intent to sole source and is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement, on a full and open competitive basis upon receipt of responses to this notice, is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested firms must submit capability statements and provide written pricing information. Only written responses will be accepted and must be received within 15 calendar days of the date of this notice.
