The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive solicitation for services to provide the necessary qualified personnel, materials, supplies, facilities and services to conduct a national telephone survey on occupant protection issues designed to collect data on attitudes, knowledge, and self-reported behavior across occupant protection areas. In 1994, NHTSA administered the first Motor Vehicle Occupant Safety Survey. It used two questionnaires, each administered to a randomly selected sample of approximately 4,000 individuals age 16 and older. The data was intended not just as a snapshot of information to apply to strategic planning, but also as a baseline to use in tracking developments in these areas. The survey was repeated in 1996 and 1998, following minor modifications to the questionnaires. This project will implement the fourth of these biennial surveys. For the 2000 Motor Vehicle Occupant Safety Survey, the sample size will be increased to 6,000 per questionnaire, totaling 12,000 for the project. The objectives of this procurement are to: 1)administer by telephone NHTSA_s 2000 Motor Vehicle Occupant Safety Survey; 2)submit a report to NHTSA documenting the survey methodology, to include copies of the questionnaires; and 3)submit the database to NHTSA according to specifications set by NHTSA, with detailed accompanying documentation. The anticipated period of performance is nine (9) months. A Fixed Price type contract is contemplated.
