The U.S. Environmental Protection Agency has a requirement for a contractor to provide an analysis of the economic benefits that could be gained in the regulatory process by using the high quality data generated and maintained by EPA from one or more probability based national human exposure studies. The analysis could include, for example, the existing uncertainty caused by gaps in our human exposure assessment knowledge, the current levels of pollution control spending and the unreduced health costs, and the approximate value of the national human exposure data to reduce the exposure uncertainties. The Contractor shall develop a report on the potential cost savings the Agency can gain by using the national human exposure database for developing and/or revising environmental regulations. The Contractor shall also travel to RTP, NC to present the findings of the report. NOTE: THE CONTRACTOR PERFORMING THIS ANALYSIS WILL BE INELIGIBLE TO ENTER INTO A FUTURE CONTRACT WITH EPA FOR WORK RELATED TO THE DEVELOPMENT OF A NATIONAL EXPOSURE ASSESSMENT DATABASE THAT MAY RESULT BASED UPON THE ANALYSIS DEVELOPED UNDER THIS ACQUISITION. This requirement will be issued under simplified acquisition procedures. This is NOT a small business set-aside, however the SIC Code is 8733 which has a size standard of $5 million.
