INFORMATION: This CBD announcement is for Architect-Engineering
services for support of the District of Columbia Public Schools (DCPS)
and other Baltimore District projects. This announcement solicits
architectural, engineering and planning services for all aspects of
master planning for schools. Up to three negotiated indefinite delivery
contracts may be awarded from this one announcement. These will be
independent contracts with a maximum total value of $3,000,000 each.
This is not a multiple award scenario as defined under FASA. Contracts
will be issued based on the order of ranking of the firms by the
selection board. The number of contracts that will be issued will be
dependent on the amount of work that will be required. The contract(s)
will each be for a 12-month period and will contain an option to
extend for up to two additional 12-month periods. Individual task
orders will not exceed the $1,000,000 amount for a period. An option
period may be exercised when the ongoing period contract amount has
been exhausted or nearly exhausted or up to a year from issuance which
ever comes first. Negotiated rates remain in effect for one calendar
year and do not change if options periods are exercised. The District's
workload and the firm's performance will determine if the option
periods are exercised. Task orders will be assigned based on the AE's
workload, geographic area, specialized experience, and project
requirements. The majority of work will be for the DCPS but may be used
for other Baltimore District projects. This procurement is unrestricted
and therefore is open to all businesses regardless of size. The first
contract is anticipated to be awarded in April, 2000, and the remaining
contracts awarded as needed but no longer than 8 months from the
initial contract award. SUBCONTRACTING PLAN REQUIREMENTS: If a large
business is selected, a subcontracting plan with the final fee proposal
will be required, consistent with Section 806 (b) of PL 100-180, PL
95-507, and PL 99-661. A minimum of 65% of any subcontracting dollars
shall be placed with small business concerns. At least 15% of any
subcontracting dollars shall be placed with small disadvantaged
businesses, including Historically Black Colleges and Universities or
Minority Institutions, 8% with small, women-owned businesses, and 1.5%
for HUBZone small businesses. The plan is not required with this
submittal. However, the submission must identify all firms on the team
that will comprise the subcontracting plan. 2. PROJECT INFORMATION:
Firms submitting their 255/254 documents will be judged on their
experience with the required services. Master planning for schools will
include school demographics, educational specifications, design
standards, and geographic information system development, including
modification and sustainment. Firms must demonstrate substantial
experience with such elements as: generation and analyses of
demographic changes and their impacts; pupil enrollment projections;
development of strategic use of facilities encompassing items such as
functional capacity analyses; experience with grade level organization
and space utilization data to define strategies for cost effective and
efficient delivery of educational programs for elementary, middle and
high schools; participatory community involvement from initial
discussions to final plan presentations, technology planning, and
development of alternatives for optimizing operations and minimizing
capital budget costs in housing the students and instructional
programs. Firms must have experience in planning for special education
programs for elementary, middle and high school students. Familiarity
with development, modification and implementation of prototype school
designs is necessary. Firms may be tasked with conceptual design
development to accompany study results. Detailed design will not be
undertaken within these contracts. Firms must demonstrate experience
with the National Capital Regulatory Agency requirements, i.e.,
National Capital Planning Commission, Commission of Fine Arts, District
of Columbia Historic Preservation Office, etc. The A/E will also be
required to develop and sustain GIS and related databases. Ongoing
system maintenance as well as long-term GIS improvement and refinement
are potential tasks within these contracts. Firms must demonstrate
experience with various GIS platforms. The specific platform is
dependent on the customer requirements. Translation from one platform
to another is not acceptable. 3. SELECTION CRITERIA: See Note 24 for
general selection process. The selection criteria are listed below in
order of descending importance: (1) Knowledge, recent relevant
experience and technical competence in school planning. (2) Recent
relevant experience and technical qualifications in GIS data
development, operation and sustainment, and associated database and
network management for multiple users. A/E must demonstrate experience
using GIS to maintain the master plan as a living document. (3)
Capacity of the A/E to accomplish the magnitude of work necessary to
support the customer in the processing of their facility management,
master planning and programming missions. The A/E must be capable of
responding to multiple work orders concurrently, and be highly skilled
and capable of leading in the development, improvement and sustainment
of GIS. (4) Qualified professional personnel in the following key
disciplines: urban/community planner, architect, educational planner,
landscape architect, GIS expert, GIS technician, CADD expert, cost
estimator, ecologist, biologist, archeologist, and historic and
cultural resource analyst. Registered or certified professionals are
required in the following disciplines: planning, civil, mechanical and
electrical engineering, architecture, and landscape architecture. The
evaluation will consider overall and relevant experience, education,
training, registration and certification. (5) Past performance on DOD
and other contracts with respect to cost control, quality of work, and
compliance with performance schedules. (6) Volume of DOD contract
awards in the last 12 months as described in Note 24. 4. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements.
Interested firms having the capability to perform this work must submit
a copy of SF 255 (11/92 edition) for the proposed team and one copy of
SF 254 (11/92 edition) for the prime firm and one copy for each of
their consultants to the above address not later than 4:00 PM on 14
February 2000. The Baltimore District does not retain SF 254's on file.
The SF 255 and SF 254 shall clearly indicate the staffing of the
offices indicated to do the work. In SF 255, Block 9 provide contract
award dates for all projects listed in that section. Telephone
interviews will be conducted with the firms that are short-listed. In
order to comply with the Debt Collection Improvement Act of 1996, all
contractors must be registered in the Central Contractor Registration
(CCR) to be considered for award of a Federal contract. A paper copy
