SYNOPSIS@PHIL.FISC.NAVY.MIL. The Fleet and Industrial Supply Center
(FISC) Norfolk Detachment Philadelphia intends to issue a Request for
Proposals (RFP) for the acquisition of Video Teletraining Network
Services for the Chief of Naval Education and Training (CNET),
Pensacola, FL, for various sites worldwide. Services shall require the
vendor to provide management, systems engineering, equipment,
maintenance and support services necessary to establish a video
teletraining network in approximately 33 classrooms at 26 sites in
CONUS, 2 classrooms at 1 OCONUS site, and 7 ships with 1 classroom
each. 10 CONUS sites with classrooms shall be integrated into the CESN
and networked with computer workstations. Small Group Conferencing
Room support shall be provided at 9 CONUS locations. Services shall
also include Facilitator support at 12 CONUS sites and 1 OCONUS sites,
as well as Hub Technician/Facilitator support at 2 CONUS sites. Option
quantities for the support services shall also be included in this
requirement with additional sitesand/or classrooms. Services are
estimated to commence 16 May 2000 FOR shipboard classrooms, and 01 Jul
2000 for all other services, and continue through 30 Oct 2000, with
three, twelve month option periods. Offers will be solicited on a full
and open competitive, unrestricted basis. It is intended to award a
Firm Fixed Price type contract with option periods, as well as option
quantities within each year. The Solicitation will require submission
of price and technical proposals. Evaluation for award will consider
both price and technical factors. The Standard Industrial
Classification Number is 4813. All responsible sources may submit a
proposal which shall be considered by FISC Norfolk Detachment
Philadelphia. Requests for a copy of the solicitation should be made by
letter or telefax (FAX # 215-697-9738) to FISC Norfolk Detachment
Philadelphia, code 02P52. In addition, a "Draft RFP" has been posted at
www.nor.fisc.navy.mil, under the section entitled "Synopses of
Solicitations". All responsible sources arerequested to review the
"Draft RFP" and to submit any questions arising from the "Draft RFP" by
