Missile Defense Organization (BMDO) intends to issue a sole source
modification to contract HQ0006-97-C-0001 to extend the contract. The
contract is with CMS Information Services, Inc., 301 Maple Avenue, West
Tower Building, Vienna, VA 22180. This contract was awarded
competitively under Small Business Set-Aside in October 1996 and
provides Automated Information Systems support services for BMDO to
include network management, help desk support, and acquisition and
inventory support. The extension will cover 18 months to include a
twelve-month base period and a six-month option. This requirement for
an extension is in response to the BMDO Agency consolidation. BMDO's
mission operations are being consolidated from five locations in three
facilities in the Washington Metropolitan Area to one location in the
Navy Annex/Federal Office Building #2 (FOB2). At this time, the
demolition, construction, and movement of personnel into FOB2 are being
implemented in a phased schedule. The detailed schedule for the moves
has not been developed as of January 00. In early FY01 when the
relocation schedule is firm and the requirement is fully defined, a
competitive solicitation will be issued for the same AIS services for
a duration of at least 5 years. The modification will be issued on a
sole source basis as there is no known source that can provide the
necessary continuity of operations, comparability of service, response
time and cost effectiveness during the period affected. The incumbent
will continue to operate and manage all IT during this timeframe as
well as support the new IT infrastructure within FOB2. This
modification will also include a Level-of-Effort CLIN to support BMDO's
intermittent IT requirements during the phased consolidation such as
operating an additional network and help desk, equipment installations,
and configuration. Also as a result of the consolidation, the number of
users will increase from approximately 750 to 1200. Any other firm
desiring consideration must fully identify itscapability, in writing to
perform this requirement within the schedule, time, and budget
