Department of Environmental Quality herewith advises all interested
persons or groups that Utah Division of Purchasing will accept
single-step, lump-sum bids from qualified bidders possessing a valid
Contractor's License in the State of Utah between January 24, 2000 and
2:00 PM, March 7, 2000. This announcement has also been submitted
under CBD Classification Code F, Natural Resources and Conservation
Services, Hazardous Substances Removal, Cleanup, and Disposal Services.
The bids will be for construction services to excavate, remove, and
dispose of lead- and arsenic-contaminated soil on residential and
commercial properties and municipal right-of-ways in Stockton, Utah.
The soil in the area has been previously characterized for lead and
arsenic concentration. Excavated soil meeting Federal Land Disposal
Restrictions will be disposed of in a permitted, Subtitle D (Utah Class
IV or V) landfill. Excavated soil from four properties will be disposed
of in a permitted Subtitle C hazardous waste landfill. The selected
Contractor will provide staff or licensed, approved subcontractors for
all construction services, including, but not limited to, debris and
fence removal, clearing, grubbing, excavating, loading, hauling,
backfilling, compacting, and sodding or seeding each contaminated
property. In addition, the selected Contractor will contract with each
landfill for soil and debris disposal; obtain approved, clean backfill
and topsoil; remove, repair, or replace concrete flatwork; form
concrete walls and floors or shotcrete hand-dug basements; replace
sheds, fences, retaining walls, septic tank leachfields, and any other
damaged or demolished exterior structure or utility line; excavate and
backfill unpaved alley and street right-of-ways with compacted
roadbase; repair all construction-damaged asphalt paving on existing
paved streets; plant trees and shrubs; and, after all construction is
complete, clean the interior and exterior of each residential
structure. The selected Contractor will complete all construction and
relandscaping in one construction season. Federal Davis-Bacon wage
rates apply. All on-site personnel and subcontractors will be
OSHA-certified under 29 CFR 1910 and 1926. The selected Contractor will
provide full-time Health and Safety and Community Relations personnel
on site during all remedial activities. Bid packages will be available

538-3026. The Design Drawings and Design Specifications will be
available in both printed form and on a read-only CD for a
non-refundable fee of $100. The Design Drawings in printed format are
available only on half-size (11 inches by 17 inches) sheets and the
Design Drawings in CD format are available only in AutoCAD Release 14
