(DFAS) is issuing a Request For Proposal, (RFP) solicitation with the
issue date of January 13, 2000 and a closing date of March 13, 2000 on
the following web site: http://www.dfas.mil/aso/ A Draft RFP was
issued on the aforementioned web site September 24, 1999 requesting
that interested financial institutions provide comments to DFAS. These
comments were analyzed resulting in the revised RFP. The Department of
Defense maintains banking branches at 110 DoD installations located
overseas for the benefit of DoD personnel stationed in those areas.
These banking offices, currently operated and managed by a financial
institution under contract provide "full service" banking to DoD
military members, civilian employees and other authorized individuals,
appropriated and non-appropriated fund organizations, and military
disbursing officers. Country areas involved in this RFP are Japan,
Okinawa, Cuba, Korea, Iceland, United Kingdom, Diego Garcia, Germany,
The Netherlands, and Honduras. DFAS intends to negotiate a competitive
procurement for all 110 locations for a multi-year period of five
years with five-one year options and two-six month option periods,
starting in FY 2001. In addition, the RFP includes clause 52.217-8,
Option to Extend Services (AUG 1989). The proposed contract type is an
Indefinite Quantity contract, with deliveries or performance to be
scheduled by placing predominantly Cost-Plus-Fixed Fee task orders, and
to a lesser extent, incentive, award, and fixed price task orders. A
Pre-proposal conference will be held in Columbus Ohio on February 17,
2000 at 10:00 a.m. EST. Written questions for the Pre-proposal
Conference are to be sent via mail, E-Mail or Fax to the Contracting
Officer no later than February 3, 2000. Site visits of the overseas
locations may be scheduled by contacting Keith Westby at (614)
693-4344. Location and details on a Permanent Operations Center (POC)
will be designated by the Government within 30 days of the
release/issue date of the RFP by an Amendment. Proposal
responses/offers to the RFP shall be mailed or handcarried to the
applicable address provided in the RFP; the Government will NOT accept
