The IRS desires to increase taxpayers' awareness and understanding of the provisions of tax law relating to sales of capital assets and to decrease the number of errors made by taxpayers in computing their capital gains and/or losses. To that end, the IRS intends to redesign Schedule D (Capital Gains and Losses) of Form 1040. It seeks the services of a Contractor who is experienced in the design of documents for public use, who has an established document design or redesign methodology and who has demonstrated experience in this area. Key personnel from the selected Contractor will serve as members with IRS personnel of a Consulting Team which will work collectively to achieve the program objectives. This is an unrestricted acquisition. There is a slight potential that multiple contract awards could be made. The solicitation should be available on or about February 1, 2000.
