Officer, 202-622-9392 <DESC>The Department of the Treasury,
Departmental Offices, located at 1500 Pennsylvania Avenue, NW,
Washington, DC 20220, is interested in obtaining potential sources who
have the capability and experience to perform the following tasks:
Task 1) Using available policy guidance, statutes, regulations, court
decisions, legal opinions, written and oral records of past practice,
and other sources of information, the contractor shall prepare a
comprehensive manual to be used by the District of Columbia Retirement
Adjudicators in case processing. In addition to instructions related
to the calculation of benefits and the approval of applications, the
manual shall also include instructions for processing collateral
benefits such as enrollments and changes to enrollments in the life and
health insurance programs; sample correspondence; and related case
maintenance. Wherever appropriate, the manual shall contain
instructions for the input of data to the automated retirement system;
Task 2) The contractor shall perform data entry for approximately
1,400 previously adjudicated retirement cases. This task requires
familiarity with the provisions of the District of Columbia Police and
Firefighters' Retirement System and the Teachers' Retirement System;
Task 3) The contractor shall develop a PC-Based self-instruction tool
to be used in training new adjudicators in the DC Retirement Division.
The tool shall be totally automated and supplemented by a paper
manual, as necessary. The training tool is intended to support and
extend on-the-job training; Task 4) The contractor shall perform a
variety of duties related to the adjudication of applications and
maintenance of retirement cases, including verification of service,
updating accounts, preparing reports, calculation of benefits and other
similar activities. Potential sources are requested to provide a brief
synopsis of their capabilities to perform the above tasks. Please
identify any existing contractual vehicle (GSA Schedule or other
contracts) that your companyholds that could be used to order these
services. SIC for this procurement is 1741. The Small Business Size
Standard is $7 Million. This procurement is open to any responsible
