COMMERCE BUSINESS DAILY ISSUE OF JANUARY 14,2000 PSA#2516B -- DEVELOPMENT OF A NATIVE AMERICAN RISK ASSESSMENT The U.S.
Department of Energy, Idaho Operations Office intends to award a
sole-source Simplified acquisition to the Shoshone-Bannock Tribes to
develop a Native American risk assessment. This risk assessment will
serve as a tool for communicating Native American concerns associated
with the contamination at the Idaho National Engineering and
Environmental Laboratory (INEEL). As part of the Comprehensive
Environmental Response, Compensation and Liability Act (CERCLA) risks
assessments are conducted to evaluate the short and long term impacts
to human health and the environment. Because the INEEL is located
within the traditional homeland of the Shoshone-Bannock Tribes,
contemporary tribal members maintain a unique interest in resource
management there. The scope of work will include tribal perspective in
the area of risk guidelines, methodologies and decision-making
processes on the INEEL. This work will help to fill a data gap that
addresses the impacts and potential adverse effects of INEEL actions
upon the Shoshone-Bannock Tribes, their treaty rights, and homeland.
Specific tasks to accomplish this work include: 1. The development of
a communications protocol between the tribal risk assessment committee
and 2. The WAG 10 project personnel and review by the tribal risk
assessment committee of the WAG 10 release sites from a tribal cultural
perspective with documentation of any identified impacts to tribal
cultural integrity. Documentation prepared by the tribal risk
assessment committee will follow the format appropriate for inclusion
into the WAG 10 baseline risk assessment. Work shall be performed in
and around Idaho Falls and Fort Hall, Idaho. The purchase order is
intended as a sole source award to the Shoshone-Bannock Tribal
Assessment Committee. However, all responsible sources may request a
copy of the statement of work and submit a bid, proposal, or quotation,
which shall be considered by the agency. The closing date is February
