R -- SPECIAL NOTICE -- CONFERENCE FOR CIVIL SOCIETY REQUEST FOR APPLICATION Pre-bid Conference Announcement: Date: Thursday, January 20, 2000 1:00 -- 4:00 PM; Venue: Room 4.8 E&F, Fourth Floor Ronald Reagan Office Building, 1300, Pennslyvania Ave. Washington, D.C. 20523. USAID is developing a Request for Applications from qualified U.S. organizations to engage in a Cooperative Agreement. The Cooperative Agreement will support transitions to participatory democratic processes and the consolidation of participatory democratic processes worldwide by enhancing the freedom of individuals to associate, debate, and advance public policy change. Subject to the availability of funds, USAID expects to award up to $ 6 million over five (5) years to one recipient under a "Leader with Associates" type cooperative agreement. Qualified U.S. organizations may include organizations representing a consortium of US-registered PVOs or other organizations, institutions, universities and individuals as sub-recipients. However all members of such consortia will be expected to have demonstrable experience in supporting civil society organization and strengthening activities.
