COMMERCE BUSINESS DAILY ISSUE OF JANUARY 14,2000 PSA#2516ASSOCIATION OF OLD CROWS INFORMATION OPERATIONS CONFERENCE INFORMATION
OPERATIONS CONFERENCE: The Association of Old Crows will present its
annual Information Operations Conference on February 8-9, 2000 at the
U.S. Army Research Laboratory in Adelphi, Maryland. The Honorable
Arthur L. Money, Assistant Secretary of Defense (C3I), will chair the
conference. The theme of the conference will be "U.S. Worldwide
Engagement in Information Operations." Admiral James O. Ellis,
Commander in Chief, US Naval Forces, Europe (CINCUSNAVEUR), has been
invited to give the keynote address. The conference will be at the
SECRET, U.S. Only classification level with the final session at the
TS/SCI level. The preliminary program will include the following main
topics. Session One will address U.S. worldwide cooperation in
information assurance with topics covering Joint Task Force-Computer
Network Defense (JTF-CND missions; US SPACECOM under the Unified
Command Plan 99/00; a briefing by DIA covering the threat from hostile
states terrorists, non-government organizations (NGOs) and criminal
activity; Solar Sunrise and similar events; and legal issues
(jurisdiction and traceback). Session Two will focus on normalization
of Computer Network Attack (CNA) as a legitimate tool of war. Papers
include: U.S. CNA programs; the role of CNA in military operations
(tools and techniques for C2W and SEAD); status of U.S. bilateral and
multilateral cooperation; Arms Control issues (Russian proposal to the
United Nations); and CNA legal issues (ethical norms). Session Three
will cover Electronic Warfare and Conventional C2W Operations. Topics
include: How Does CNA and Other Nontraditional EW Techniques Impact EW
Requirements and Spectrum Management Issues; spectrum management from
an IO perspective; deconfliction issues in EW and legal issues in
spectrum usage. Session Four will present International Public
Information(IPI) and Soft Power (Peacetime and Operations Other Than
War). Presentations include: Ambassador Thomas R. Pickering on the use
of information as a tool of statecraft in the Information Age; Draft
Presidential Directive (PDD-68) on Information Policy from the Defense
Department and State Department perspectives; international legal
perspectives on perception management; and psychological operations.
Session Five, the final session, will address Lessons Learned in
Kosovo. This session will be at the TS/SI classification level and will
be chaired by Brig Gen Bruce Wright, USAF, J-39, Joint Staff, JCS, who
will provide an IO perspective of the Kosovo campaign from the
planning process through execution and responses to strategic and
tactical situations. This is another not to be missed conference in a
series of IO forums that the AOC conducts at a classified level
facilitating the most up-to-date information on this far-reaching and
