T -- HIGH RESOLUTION, LARGE FORMAT DIGITIZING COPY CAMERA WITH ACCESSORIES SOL MDA908-00-R-0011 DUE 020300 POC Kevin Pryor, Contract Specialist (202)231-2878; Drew Bewick, Contracting Officer (202)231-8459 The Defense Intelligence Agency has a requirement for a Y2K compliant, high resolution, large format digitizing copy camera with accessories, associated host computer with required software and accessories, complete training program after delivery, and comprehensive service contract. The digital copy camera, host computer, and all accessories shall be delivered and installed in an office environment as a turnkey, standalone, system. The operational requirement is to: 1. Digitize flat hardcopy material (and up to 1" thick material) from 8" x 10" up to 40" x 60". 2. Digitize transparency material from 35mm up to 10" x 10" in size. 3. Produce CD-ROM's of the digitized material containing Adobe Photoshop compatible, uncompressed TIFF files. The digital copy camera requirements: 1. Optical: the contractor / integrator shall provide a suitable optical solution for coverage of all sizes. The optics selected shall be industry-standard high quality, flat field, lenses. The selected optics shall not degrade the performance of the sensor. The optical system shall have auto-focus capability and be adaptable up to 1" thick mounted copy work. Optical viewing prior to digitizing is required for initial set-up. 2. Lighting: the contractor / integrator shall provide a suitable lighting solution that is stable, adequate to the task with respect to intensity and color temperature, and visually uniform after best set up (to + or 1/2 stop) for all stated copy sizes. A metering method for setting the lighting to best uniformity shall be supplied. Lighting uniformity shall be further corrected (to 2% or less) with software that creates a digital uniformity mask for the specified coverage area that is subsequently applied to the scanned image. 3. Digitizer performance, host computer, and software: The digitizer mechanism shall be easily removable for either repair or upgrades. All copy sizes from 35mm up to 40" x 60" shall be capable of being imaged over the entire sensor for maximum resolution when required. The pixel resolution, when digitizing 30" by 40" material shall not be less than 300 ppi (not interpolated). The sensor shall be capable of producing true (non-interpolated) 24 bit RGB files. The supplied computer and supplied software shall be selected and optimized for maximum efficiency when digitizing and downloading (from the digitizer to internal disc) as file sizes may exceed 350megabytes. System performance characteristics shall be supplied by the contractor to include set-up time, capture and download time, and CD-ROM production time for a 300ppi 30" x 40" color scan. The software shall have a "user friendly" graphical user interface, as judged by the Government, to accomplish all digitizing tasks. Color management software shall be employed for WYSIWYG results. Host computer must support future connectivity to an ATM network. 4. Copy board characteristics: the contractor / integrator shall supply a copy board that supports both transmissive and reflective copy work and contain all hardware (including vacuum assists), masks, etc, to secure the copy work to the copy board to maintain a flat focus field up to 40" x 60". 5. Copy Stand: construction, design, and operation of the "stand" shall represent the highest level of industry standards. The stand should feature such characteristics as clustered controls for ease of use where practical, automation/motorization of mechanical operations where possible, use of high quality framing/construction materials, solid/sturdy and not prone to vibration, and all functions designed with operator productivity as a primary goal. Contractor / Integrator requirements: 1. Evidence of satisfying similar requirements is required that is supply customer list, describe past efforts, show evidence of assembly of similar systems. 2. Comprehensive support from one source for installation, set-up, training, all repairs under warranty, call in technical assistance, and a follow-on maintenance contract for four years with 24 hour working day replacement of defective components. 3. Provide a comprehensive training program after installation. 4. Provide manufacturers schematics, manuals, and documentation for all delivered items. Posted 01/12/00 (W-SN415484). (0012)
