haganam@phdnswc.navy.mil. PHD NSWC intends to procure a Time and
Material contract for a Base Year starting 01 Oct 2000 and four one
year options, training for the operation, maintenance, repair,
installation and system interface of the MK 41 Vertical Launching
System (VLS). Subject areas will include analog and digital
electronics, hydraulics, corrosion, electronic trouble shooting,
hydraulic crane operation and mechanical and electrical shipboard
installation. Instruction shall include classroom lectures and hands-on
laboratory instruction utilizing military and commercial
electro-mechanical equipment. Instruction shall address
operational/intermediate level maintenance and operation of the MK 41
system and it's subsystems. Places of performance shall be at PHD NSWC,
other locations within the continental US and a portion aboard US Naval
ships afloat and in-port. Contractor shall operate and maintain a
library for technical manuals and provide configuration control to
ensure that all documents are maintained in a current up-to-date
condition. It is anticipated that most services will be performed
within normal working hours of 0800 through 1700, Monday through
Friday. Key personnel for this requirement must be directly employed by
the prime contractor. If a contractor proposes any key personnel via a
subcontractor the Government shall view their proposal as a joint
venture. All contractor personnel operating or performing work on any
launcher equipment shall possess a current VLS System Maintenance
Technician (SMT) or Test Director (TD) certification in accordance with
NAVSEAINST 8394.2A. It is estimated that this requirement will
necessitate 5,125 man days per year for a total requirement of 25,625
man days for the five years, FOB Destination, Port Hueneme CA. A
current Security Clearance level of CONFIDENTIAL is required. The
anticipated release date of the Solicitation will be 27 Jan 2000. All
