is a public sector Organization under the Ministry of Electricity and
Energy, Government of Egypt. On behalf of EEA, its consultant PSSG,
invites expressions of interest and submission of Pre-qualification
information, for the purpose of short-listing, from U.S. firms only who
can qualify through experience with projects of similar scope and
magnitude, for Design/Build (D/B) services, for the installation of
220kV switched, shunt capacitor banks and associated works at the
Cairo-500 and Cairo East substations. The works shall include the
engineering, design, manufacture, supply, delivery, construction,
installation, testing, training and commissioning and furnishing all
labor, equipment and materials for the shunt capacitor banks and
related equipment. The project base scope shall address the following
for the Cairo-500 and Cairo East substations: 1. Development of a new
220kV capacitor switchyard, including grading, ground grid, fencing,
etc., 2. Extension of the existing 220kV main double bus to the new
capacitor switchyard; 3. Installation of a 200MVAr 220kV switched,
shunt capacitor bank configured in two (2) 100MVAr sub-banks. Each
100MVAr sub-bank shall consist of stack-rack mounted main capacitors,
air-core reactors and damping resistors, station class metal-oxide
surge arresters, isolating and grounding switches, bus work, potential
transformers and current transformers, 220kV circuit breaker, and
control and protection panels for the capacitor banks and circuit
breaker; 4. Replacement of twelve (12) existing 220kV circuit breakers
at the Cairo East substation only; 5. Replacement of the existing
bus-bar protection (bus differential and breaker failure) system at the
Cairo East substation only. In addition, the following options may be
included as part of the project: 1. Installation of up-to an additional
400MVAr of 220kV switched, shunt capacitors on the EEA 220kV network.
The additional MVAr shall be configured as 100MVAr and/or 200MVAr banks
at the Cairo East and Cairo-500 substations, or at up to four (4) other
substations. Both the 100MVAr bank and 200MVAr bank have been
determined to be "systems" for the purposes of determining U.S. source,
origin and componentry requirements for this project. Each of the banks
is to be considered complete system constituting a single supplied
commodity, and the items which make up the banks are to be considered
as individual components of the system. Pursuant to this systems
determination, the total cost (to the system supplier) of the system
components which were manufactured in the countries not included in the
authorized geographic code (000-United States only) may not exceed
fifty (50) percent of the lowest price (not including ocean
transportation and marine insurance) at which the supplier makes the
final product available for export sale. The anticipated D/B period is
twelve (12) months for the base scope of work, excluding options with
an approximate start date of late 2000. In the event that the options
are exercised at one or more substations, the D/B period for the
option work is anticipated to be extended by an additional nine (9) to
twelve (12) months. The bidder must bid on the entire scope of work,
including options, for both the Cairo East and Cairo-500 substation
installations. Bids will be evaluated on the basis of the entire scope
of work, including options. The options may be exercised in part, in
whole, or not at all, at the sole discretion of EEA. EEA contemplates
awarding a fixed-price, D/B, host-country contract (HCC), to the
responsible bidder whose bid is responsive to the solicitation
requirements, and provides the lowest total evaluated price. Financing
for this project procurement will be in U.S. dollars and local
currency. Payment of the U.S. dollar portion will be made through a
USAID Direct Letter of Commitment (D/LCOM) issued directly to
successful bidder under USAID Grant No. 263-0224. Local currency
payments will be made in Egyptian pounds by EEA. Firms will be
evaluated in accordance withthe evaluation criteria found in the
Prequalification Questionnaire (PQ), listed in descending order of
importance. Firms must comply with USAID source, origin and nationality
requirements and USAID geographic code (000), as set forth in Title 22
of the Code of Federal Regulations, part 228 (22 CFR Part 228) and,
demonstrate the capabilities, experience and the ability to complete
this D/B project as stipulated and explained in the PQ. Participation
of combinations of firms is acceptable, provided that it is in the form
of a single firm as a prime contractor with subcontracts. Firms seeking
qualification are required to submit full information as explained in
the PQ, on subcontractors that it is contemplating using under this
contract. Interested firms are advised that the Owner's Engineer PSSG,
has subcontracted with General Electric International Inc. (Engineer's
subcontractor) to provide consulting and construction management
services for this project. Neither the Owner's Engineer nor General
Electric, nor any of their subcontractors, subsidiaries and affiliates,
shall work as contractors, subcontractors or suppliers of goods or
services for the project, other than consulting engineering services.
It is anticipated that the PQ and additional information will be
available by written request (facsimile and e-mail requests are
acceptable) from the contact point fifteen days after the publication

include the company name, name of contact person, street address,
telephone and fax numbers of the requester. The deadline for receipt of
information will be 30 days after the date of the issuance of the PQ.
Instructions for submittal of information, i.e., exact date of
submission, time and place will be provided in the PQ. Late submissions
will not be considered. After evaluation of information is completed,
EEA will notify in writing all firms submitting pre-qualification
information whether or not they are deemed qualified for the project.
An Invitation for Bids (IFB) will be issued to pre-qualified firms.
Only pre-qualified firms will be allowed to submit bids for this
project. The preferred method of distribution of USAID procurement
