Expodev@videotron.ca. The Egyptian Electricity Authority (EEA), a
public sector Organization under the Ministry of Electricity and
Energy, Government of Egypt, is in the process of upgrading the
Pyramids EHV Research Center, located at KM 26 on the Cairo-Alexandria
desert road. On behalf of EEA, its consultant PSSG invites expressions
of interest and submission of Prequalification information, for the
purpose of short-listing, from U.S. firms only who can qualify through
experience with projects of similar scope and magnitude, for
Design/Build (D/B) services, for the upgrade of EEA's Pyramids EHV
Research Center. The works shall include the design, manufacture,
supply, construction, installation, testing, training and commissioning
of the following project components: 1. A short circuit laboratory
comprised of: (1) a medium voltage direct test facility with an
interruption capacity of 1600 MVA, 3-phase, 50 Hz; (2) a synthetic test
circuit of 40 kA, 245 kV, 50 Hz, single phase; (3) an outdoor
switchyard; (4) a building for medium voltage SC tests; (5) a high
voltage outdoor SC test area; and (6) a separate 2-story control and
office building. A "System Determination" for the short circuit
laboratory project component has been established by EEA and approved
by USAID with details provided in the Prequalification Questionnaire.
2. A 500 kV high voltage laboratory comprised of a shielded test hall
of 35m x 22m(h) and an associated annex. Major test equipment shall
include: (1) a 750 kV, 1MVA, 50 Hz test transformer; (2) a 500 kV, 2500
kVA, 50 Hz pollution test transformer; (3) a 3-phase 3 MVA, 150 Hz
motor-generator set; and (4) three single-phase 1.5 MVA, 11kV voltage
regulators. 3. A facility for performing mechanical tests on 33kV
through 500 kV transmission line towers of different designs and
materials, including 345 kV double-circuit and 500 kV single-circuit
towers. The tower testing station will include longitudinal and
transverse reaction frames with an associated concrete pad, as well as
instrumentation, control, data acquisition and material handling
systems. The anticipated D/B period is two years; with an approximate
start date of late 2000. EEA contemplates awarding three (3)
fixed-price, D/B, host-country contracts (HCC), one contract for each
of the three project components, to the responsible bidders whose bids
are responsive to the solicitation requirements, and provide the
lowest total evaluated price for each project component. Financing for
this project procurement will be in U.S. dollars and local currency.
Payment of the U.S. dollar portion will be made through a USAID Direct
Letter of Commitment (D/LCOM) issued directly to successful bidders
under USAID Grant No. 263-0224. Local currency payments will be made in
Egyptian pounds by EEA. Firms seeking qualification must clearly
indicate in their information submitted the project component(s) for
which they are requesting qualification. In other words, if a firm is
seeking qualification for one or more of the project components it must
state in its information submitted the name(s) of the project
components and their desire to be qualified for it/them. At their
discretion, Bidders may bid separately on one or more of the project
components. However, bidders will only be allowed to bid on the project
component(s) for which they are deemed qualified. Firms will be
evaluated in accordance with the evaluation criteria found in the
qualification Questionnaire (PQ), listed in descending order of
importance. Firms must comply with USAID source, origin and nationality
requirements and USAID geographic code (000), as set forth in Title 22
of the Code of Federal Regulations, part 228 (22 CFR Part 228) and,
demonstrate the capabilities, experience and the ability to complete
this D/B project as stipulated and explained in the PQ. Participation
of combinations of firms is acceptable, provided that it is in the form
of a single firm as a prime contractor with subcontracts. Firms seeking
qualification are required to submit full information as explained in
the PQ, on subcontractors that it is contemplating using under this
contract. Neither the Owner's Engineer "PSSG" nor any of its
subcontractors, subsidiaries and affiliates, shall work as contractors,
subcontractors or suppliers of goods or services for the project, other
than consulting engineering services. It is anticipated that the PQ and
additional information will be available fifteen days after the
publication of this notice, by written request (facsimile and e-mail
requests are acceptable) from PSSG-Expodev, 1155 University Street,

receipt of information will be 30 days after the date of the issuance
of the PQ. Instructions for submittal of information, i.e, exact date
of submission, time and place will be provided in the PQ. Late
submissions will not be considered. After evaluation of information is
completed, EEA will notify in writing all firms submitting
pre-qualification information whether or not they are deemed qualified
for the project(s). An Invitation for Bids (IFB) will be issued to
pre-qualified firms. Only pre-qualified firms will be allowed to submit
bids for this project. The preferred method of distribution of USAID
