NASA/JSC plans to issue a Request for Quotation (RFQ) for 20 Separation Nuts, 20 Power Cartridges (without PC-23's), 10 DLAT Cartridges (with PC-23's) and 2 sets of data packages in accordane with the attached Statement of Work. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase these items from the manufacturer, Hi-Shear Technology Corporation in Torrance, CA. This specific separation nut design has been used on, and is currently flight qualified for, similar programs. Several of these separation nuts were previously purchased to be used for qualification testing of the X-38 landing gear and it is in the best interest of the Government for the same design nut to be used for the flight vehicle and subsequent testing. Hi-Shear Technology Corporation is the only known qualified source. A Justification for Other than Full and Open Competition stating a unique source (FAR 6.302-1) is being prepared. Technical questions should be directed to the Technical Monitor for this procurement, Matthew W.Maples, (281) 483-9052. The Government intends to acquire a commercial item using FAR Part 12. Interested firms may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later thatn 4:30 p.nm. local time on January 28, 2000. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
