99/020 DUE 012000 POC Alexis Kemper (202-482-1512) The Norwegian
Defense Communications and Data Services Administration (NODECA) is
acting as procurement agency on behalf of the government of Norway for
procurement of the following NATO Security Investment Program project
to replace LF Antenna and Exciters at Rinnleiret, Norway. The scope of
the work is to replacethe present, inadequate LF antenna and 2 exciters
at Rinnleiret with new equipment to provide LF transmission in
accordance with BRASS LF Concept at maximum transmission power. The old
transmitter, Continental Electronics 218-F rated at 95kW PEP or average
shall be reused. The existing Antenna Tuning Unit (ATU) and matching
network shall be modified as required due to replacement of the
antenna. It shall be assumed that the new exciters are fully integrated
with the transmitter by others and no corrective actions related to the
transmitter are required by the bidder. All applicants must be
certified by the U.S. Department of Commerce, Office of
