combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP).
Refrigerant: Virgin (unused) 1,1,1,2 Tetrafluorethane (R-134a) shall
conform to all requirements of the ARI-700 standard for new
refrigerants. The supplier shall provide an ARI-700 Certificate of
Analysis for the delivery prior to unloading. The delivery shall be
made by a tractor-trailer tank truck to NASA Langley Research Center,
Bldg. 648, Hampton, VA. The supplier shall provide all hoses, fittings,
pumps, and other equipment to connect to the R-134a storage tank. The
vapor and liquid connections on the storage tank are quick disconnect
"E" series coupling, female dry disconnect coupler, Hydraulics Inc.,
Part No. CP00110P10G1B. The Langley liquid storage tank, while
primarily containing R-134a, may have a low mixture of air in the vapor
layer than can contaminate the delivery truck. In order to provide the
pressure balance needed to pump the delivered liquid R-134a into the
storage tank, suppliers generally connect the delivery truck to both
the liquid and the vapor side of the Langley storage tank. However, the
supplier can minimize any contamination concerns by using a pump that
can work against the standard pressure of the on-site storage tank or
by pumping the vapors in the tractor-trailer to near vacuum conditions
after completing the liquid exchange. The supplier will provide a
weight certificate at the time of the delivery. A Material Safety Data
Sheet shall be provided at delivery. Qty: 40,000 pounds. The
provisions and clauses in the RFQ are those in effect through FAC
97-15. This procurement is a total small business set-aside. See Note
1. The SIC code and the small business size standard for this
procurement are 2869 and 1000, respectively. The quoter shall state in
their quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery shall be FOB Destination. The DPAS
rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by 4:30 p.m. on January 24, 2000 and may be
mailed or faxed to Cynthia W. Dea, NASA Langley Research Center, Mail
Stop 126, Hampton, Virginia 23681/757-864-8863 and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. Addenda
to FAR 52.212-1 are as follows: 52.252-5, 52.214-34, 52.214-35 If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter
shall so state and shall list the country of origin. The
