202/406-6801. This is a combined solicitation/synopsis for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only Request for Proposals; offers are
being requested and a written solicitation will not be issued.
Solicitation number USSS000011 is issued as a Request for Proposal
through Federal Acquisition Circular 97-14. COMPETITION IS LIMITED TO
ELIGIBLE 8(A) FIRMS as per Federal Acquisition Regulation ("FAR")
6.204, under the authority of Section 8(a) of the Small Business Act,
as amended by Pub.L. 100-656. The SIC code is 5045 and the small
business size standard is 500. The United States Secret Service
("USSS") has a requirement for Dell computer equipment. The requirement
is as follows: Line Item 0001: Quantity of three hundred ninety-seven
(397) Dell Optiplex 433C/66 FSB, GX100/S/N desktop units (small form
factor chassis) to also include the following
components/specifications: Windows 98 keyboard; Logitech mouse; 128MB
Non-ECC SDRAM, 100MHz; 10/24X EIDE Slimline CD-ROM drive; Model No.
M770 17" (16" viewable) monitor; 6.4GB EIDE 5400RPM hard drive; 3.5"
1.44MB floppy drive; 3Com Model No. 3C905C NIC; three (3) year next
business day on-site warranty; Microsoft Windows 98 operating system
using FAT32 (CD-ROM); USSS software integration using Dell Plus
Integration Services (USSS factory installed image); Office
Professional 2000 software/license. Line Item 0002: Quantity of six
hundred forty-two (642) Dell Latitude CPtV466GT Celeron notebook units,
to also include the following components/specifications: 14.1" XGA TFT
display; nylon carrying case; 128MB SDRAM (1 DIMM); quantity of two
(2) LITHIUM-ION batteries; 24X CD-ROM drive; Xircom Ethernet 10/100 +
modem 56K (one slot); 6.4GB 9.5mm hard drive; C/PORT II Advanced Port
Replicator with monitor stand; Microsoft Windows 98 operating system
(CD-ROM); USSS software integration using Dell Plus Integration
Services (factory installed USSS image); Office Professional 2000
software/license; three (3) year next business day on-site warranty. No
substitutions will be accepted. The following FAR Provisions and
Clauses are applicable unless otherwise noted: 52.212-1, Instructions
to Offerors-Commercial Items. 52.212-1 (Addendum): Paragraph (b)(10) is
deleted; please insert the following: "For evaluation of past
performance, the offeror must provide at least three references for
contracts/purchase orders of similar products/services. Each reference
must include customer's name and address, contact person, project
name, date of performance, telephone number and contract value for each
reference. If business entity establishment is less than three years,
provide related experience of key personnel. Past Performance shall be
valued as acceptable, unacceptable, or neutral." 52.212-2, Evaluation
-- Commercial Items; 52.212-2 (Addendum): Paragraph (a) is deleted in
its entirety and replaced with: "The Government intends to award a
firm fixed price contract tothe responsible offeror with acceptable
past performance whose proposal is lowest in price and conforms to the
specification as provided herein." 52.212-4, Contract Terms and
Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions

52.232-34(b)(1): Please insert the following language where required:
"Successful Offeror shall be provided an ACH Vendor/Miscellaneous
Payment Enrollment Form (SF3881), which must be completed and returned
to the Contracting Officer within ten (10) days after award."
52.219-18, Notification of Competition Limited to Eligible 8(a)
Concerns-Alternate III (Deviation). Under the authority of Department
of Treasury Acquisition Regulation ("DTAR") 1019.811-3(d)(3), paragraph
(c) is deleted in its entirety and replaced with: "Any award resulting
from this solicitation will be made directly by the contracting
officer to the successful 8(a) offeror selected through the evaluation
criteria set forth in this solicitation." These FAR Provisions and
Clauses may be accessed via the world wide web at:
http://www.arnet.gov/far/ . The following DTAR clause is applicable:
DTAR 1052.219-72, Section 8(a) Direct Awards. This DTAR clause may be
accessed via the world wide web at: http://www.ustreas.gov/procurement/
. Telephone requests for copies of FAR or DTAR Provisions and/or
Clauses will not be accepted. The Contractor shall deliver the complete
quantity, FOB Destination -- Inside Delivery, with all freight included
in the delivered price. Delivery to be made to: U.S. Secret Service --
Information Resources Management Division (Suite 1100), Attn: Dennis
St. Jean, 245 Murray Drive, SW, Washington, DC 20373-5824. All
quotations should include a unit cost for the equipment. Delivery of
supplies is required within thirty (30) days of award. The successful
offeror will be required to provide a Dell Order Number to the
Contracting Officer within three (3) working days of award. A copy of
FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items, is available via the world wide web at

Employment Reporting Requirements" may be found at
http://www.treas.gov/usss/proc/vets.htm . A signed copy of the Offeror
Representations and Certifications-Commercial Items ("Certifications")
and a completed Compliance With Veterans Employment Reporting
Requirements ("Compliance") must accompany offeror's proposal. Offeror
shall also provide the name(s) and telephone number(s) of authorized
negotiators who shall represent the firm. Please note: All responsible
